- Purpose of the Consultancy
To support the federal government and federal member states of Somalia in:
- Finalizing and rolling out the operational plan, guidelines and SOPs for Integrated Disease Surveillance and Response (IDSR) in Somalia
Planning of the Frontline-Field Epidemiology and Laboratory Training Program (Frontline-FELTP) in Somalia
Background
Between November 2020 and June 2021, the Somali Ministry of Health with technical and financial support from WHO Somalia developed a draft operational plan, draft national guidelines, draft tools and draft Standard Operating procedures (SOPs) for strengthening disease surveillance and response using the integrated disease surveillance and response (IDSR) strategy. Currently also, the FMoH with support from United States Centers for Disease Prevention and Control (US-CDC) and the African Field Epidemiology Network (AFENET), IGAD and in collaboration with WHO Somalia are in the final stages of establishing the Frontline Field Epidemiology Training Programme (Frontline- FELTP) in Somalia.
Finalization and rolling out of the operational plan, guidelines, tools and SOPs for IDSR in Somalia together with implementation of the Frontline-FELTP in Somalia will go a long way towards strengthening of country capacity to generate and use quality surveillance data to detect and respond to disease outbreaks in a timely manner. This will also contribute addressing gaps identified in the 2016 Joint External Evaluation (JEE) International Health regulations (IHR(2005)) core capacities in Somalia.

Output: To support the federal government and federal member states of Somalia in finalizing and rolling out the operational plan, guidelines and SOPs for Integrated Disease Surveillance and Response (IDSR) in Somalia
Deliverables:
- Review and validate the draft operational plan, draft guidelines, draft tools and draft SOPs for strengthening surveillance and response in Somalia
- Submit the validated operational plan, guidelines and SOPs to the Somalia FMoH for approval.
- Finalize development of the training materials for implementation of the operational plan, guidelines, tools and SOPs for strengthening surveillance and response in Somalia
- Plan a national ToT and cascading of the IDSR trainings to lower levels of the health system in Somalia to build the local capacity for Frontline-FELTP leadership and governance in Somalia
- Measure the implementation of the operational plan for strengthening surveillance and response in Somalia
- Adapt Frontline-FELTP curriculum and training materials to Somalia context
- Disseminate multiple scientific products (manuscripts and commentaries) arising from data collected during the establishment of IDSR and the Frontline-FELTP among counterparts in Somalia
Adapt training materials and facilitate trainings on IDSR and frontline FELTP

Educational requirements:
Essential; University degree in public health or a related field
Desirable: Advanced university degree in public health or a related field. Advanced university degree is defined as Master’s level degree or above.
Experience requirements:
From 5 to 10 years of relevant experience on IDSR and FELTP including international experience.
Skills / Technical skills and knowledge:
Surveillance Systems development, and evaluation; planning of Frontline-FELTPs; strategic framework development; data analysis; report writing; communication and coordination skills
Language requirements:
Fluent in reading, writing and speaking English

- Travel
The selected Consultant may be expected to travel to countries of the Region upon request.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
