ORGANIZATIONAL CONTEXT

In Venezuela since April 2021, WFP provides food assistance to approximately 430,000 people through a school meals programme, with the goal of expanding and reaching 1.3 million people in areas with the highest prevalence of food insecurity. To carry out and expand its programme, WFP seeks to implement the most efficient, effective and appropriate intervention modalities. As such, WFP is looking at implementing market-based interventions in 2022 and expand its programme from 8 to 16 states.

JOB PURPOSE

As Supply Chain Officer - Retail, you demonstrate adaptive capacities and rise to the challenge of rolling[1]out activities and interventions from scratch. You are a strategic thinker and make significant contributions to the planned and development of corporate policies and procedures. At this level, you will anchor a substantive team consisting of skilled professional staff (both international and national) and support staff in ensuring high performance. You will work in a flexible and innovative environment, surrounded by dynamic professionals. You are expected to carry-out missions around the country to undertake your work.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Lead the Supply Chain Retail Unit and Strategy for VECO School-Feeding Programme.

2. Design the Retail Strategy mid-term and long-term in line with the iCSP.

3. Design and lead market development initiatives in line with the iCSP.

4. Work in close collaboration with cross functional counterparts, especially the internal Cash Working Group (CWG) to align on CBT initiatives and ensure that Supply Chain activities are included to increase programme efficiency.

5. Contribute to the development and implementation of supply chain plans for CBT and Market Development activities, in line with the global WFP supply chain strategy, global CBT strategy, and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.

6. In partnership with other units, contribute to the implementation of market assessments to contribute to CBT feasibility analysis.

7. Provide technical contribution to market analysis and supply chain network mapping to improve supply chain performance and plan market development activities.

8. Support and guide the implementation process of the procurement of retailers, performing the pass/fail procurement process using corporate tools, and formal procurement process where applicable.

9. Guide and supervise staff, acting as a point of referral, providing training and supporting them with more complex analysis and queries.

10. Contribute to preparedness actions, providing technical recommendations and guidance to monitor the management of Supply Chain CBT & Markets risks.

11. Contribute to the implementation process of the procurement of Financial Service Providers (FSPs), ensure ongoing performance monitoring of activities are conducted and determine performance improvement or contract actions as applicable/required.

12. Support implementation of Market Development Activities such as setting up Buying Clubs, Preferred Wholesalers, or activities that improve market functionality by addressing supply chain inefficiencies in local markets.

Supply Chain Strategy: Demonstrates robust understanding of supply chain strategies. Conducts analytical and conceptual work in support of strategy design and implementation. Operationalizes strategies in own area of responsibility.

Supply Chain Planning: Leads supply chain planning within area of operations managed. Oversees and coordinates periodic planning across functions and with partners. Ensures consensus-based plans are in place and aligned with strategy.

Supply Chain & Networks Management: Manages end-to-end supply chain within area of operations. Leads the design and implementation of supply chain, retail and partnership networks. Oversees and coordinates integrated delivery of supply chain services.

Supply Chain Capacity Strengthening: Leads design and implementation of supply chain capacity strengthening initiatives within area of operations managed. Leverages WFP’s supply chain capacities and networks to strengthen national value chains and stakeholders.

Supply Chain Performance & Development. Leads continuous supply chain improvement and innovation initiatives within area of operations managed. Defines operational performance targets, monitors performance, anticipates and mitigates risks for timely corrective actions.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Statistics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience.

Languages: Fluent in English and Spanish.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Minimum of six (6) years of relevant postgraduate professional level experience in supply chain, market assessments, retail, monitoring and evaluation, CBT and/ or related fields
