Duties and Responsibilities

THE ORGANIZATIONAL SETTING

The Bureau of Administration and Services (ADB) plays a lead role in the effective and efficient administrative management of the Organization by ensuring the provision of high-quality physical and human resources, by applying the highest standards of work ethics and conduct, and by using results-based management skills and tools to support the Organization in implementing its Strategic Objectives, in order to serve all stakeholders of the world aviation community.

The Bureau of Administrative Services and the Direction of Information Technology of the International Civil Aviation Organization (ICAO) are developing and maintaining corporate applications. They require an experienced Instructional Designer to develop eLearning and online learning/training modules to support ICAO’s internal and external needs is required. There is a current mandate to develop several fully interactive courses, eTutorials, and staff training for various bureaus to be delivered. The consultant will also act as a project manager for each course, to ensure timely development and accountability for all team members. S/he will also support initiatives relating to the eLearning platform/Learning Management System and supervise the work produced by interns and other development staff.

MAJOR DUTIES AND RESPONSIBILITIES

Key Accountability #1: Leads and drives the project development process by: • Prepares methodology documents including Project Charters, training plans and schedules as well as scoping timelines. • Collaborates with project leads and subject matter experts to define requirements and objectives. • Conducts a full needs analysis and forecasting for all ICT initiatives.

Key Accountability #2 Creates and manages the execution of projects: • Creates storyboards and carries out the full development cycle required within the industry such as Analyze, Design, Develop, Implement and Evaluate projects. • Provides Instructional Design e-learning methodologies; incorporates adult learning theory and delivery strategies. • Creates job aids, tutorials, modules, blended learning initiatives, workshops, podcasts, social media and other materials. • Delivers face to face presentations for Business Application Services initiatives. • Develops eLearning courses using tools such as Adobe eLearning Suite and Articulate 360. • Creates relevant knowledge assessments and final exams for each learning objective. • Uses Adobe eLearning suite tools such as Photoshop, Audition and other tools to create professional quality interactive courses. • Creates and integrates professional looking graphics into the course. • Provides updates and status reports throughout the development cycle to obtain feedback. • Uploads completed courses to the SharePoint Learning Kit LMS.

Key Accountability #3 Evaluates the effectiveness of training platforms and solutions by: • Reviews/verifies results and success factors and proactively makes recommendations for improvements where possible. • Develops surveys to ensure satisfaction/learning objectives have been met. • Scopes out the best learning solutions where technology is required. • Researches best practices. • Provides training/support as needed. • Projects are to be achieved within cost and time constraints as described in the ICT Portfolios documents. • The Consultant reports to the iLearn team lead on all activities that have an influence on the scope and breadth of the projects.

Key Accountability #4 Coordinates training needs for ICAO stakeholders including HR related training: • Identifies organizational training needs in coordination with relevant stakeholders. • Assesses current training material in relation to organizationally identified requirements. • Develops highly interactive and innovative online training solutions.

Qualifications/special skills

Education

A first level university degree in instructional design, management Information Systems or in a related discipline, is required.

Professional Experience

• 5 years' experience, is essential. • Experience in instructional design, is essential. • Experience in an international organization, is desirable.

Languages

• Fluent reading, writing, and speaking abilities in English, is essential. • Working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish), is desirable.

Additional Information

Please note that the monthly rate for Band B varies from $5,097 to $8,122.
