Background

The Institutional Partnership Adviser (IPA) will work in the Institutional Partnership Section in the Partnerships and Policy Department (PnP). PnP is responsible for NRC’s strategic relations with institutional donors and private foundations and is the “centre of excellence” on donor/partner relations in NRC, thereby providing support to all Departments, and Regional, Country and Representative Offices in the organisation. This includes being responsible for developing relevant global strategies for resource mobilisation; developing funding prospects with existing and new donors; further streamlining NRC’s procedures, processes and tools related to resource mobilisation and grant management; developing and providing internal training and help-desk support, etc.

NRC’s strategy for 2022-25 includes a sub-objective to further enable collaboration and exchange of expertise with local actors. NRC works in partnership with wide range of different actors, both international and local as spelled out in the NRC Partnership Policy (2015). NRC aims to be fair and reliable in its partnerships and apply best-practice approaches, including those being researched and championed through the Grand Bargain 2.0 and the IASC.

PnP’s initial contribution towards this objective was in 2022 to re-establish an essential function to provide help desk support to NRC country and regional offices to guide their engagement with implementing partners, with a dedicated focus on local actors. PnP has also been leading NRC’s work to develop a policy for provision of overhead to local partners and will contribute to the wider strategic, thinking around partnerships in NRC. PnP is now looking at a temporary position (1 year) to fill this role.

Role and responsibilities

The IPA is NRC’s expert adviser on institutional donors and partnership matters. As such, the IPA is responsible for strategic relations with the donors and for building internal capacity and maintaining a help desk on selected donors and on partnership related issues.

Generic responsibilities

Network and advocate for improved financing conditions

• Represent NRC in strategic partnership forums and other networks working on humanitarian financing and localisation and engaging with donors to move the localisation agenda forward
• Advocate for and negotiate improved conditions with the donor, whenever relevant

Liaise with other NRC units on donor related issues

• Stay updated on NRC ‘s priorities and funding needs
• Ensure that NRC’s donor relations and ambitions on local partnerships are adequately reflected in external communication
• Establish, coordinate or participate in relevant internal working groups or other regular meeting points to facilitate sharing of information, capacity building, learning, etc.

In addition, it is expected that the Institutional Partnership Advisers support and cover for each other as and when needed.

Specific responsibilities

• Responsible for re-establishing and providing internal help desk support for Local Partnerships in NRC, working closely with other help desks operated by the Institutional Partnership Section, particularly the Consortium help desk.

• The IPA will have overall responsibility for ensuring that the existing tools and templates remains relevant and up to date and will actively contribute to the development of new tools and systems to better enable and support collaboration with local actors.

For the time being there is no specific donor responsibility under this IPA position but PnP/IPS management re-assesses the portfolios in the team from time to time so this could change.
