Organizational Setting

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines

The Institutional Coordination Specialist reports to the Assistant FAO Representative for Programme.

Technical Focus

The objective of the project is to conduct consultation meetings with FAO Mindanao Project Teams, LGU Partners, Mindanao Development Authority (MinDA) and BARMM Key Ministries including MAFAR, MTIT, MOST, MENRE, OCM, MIPA, and MILG on agriculture, fisheries, forestry, water, land, and natural ecosystems, particularly on production, value chain, environmental management such as ecosystems management, solid and water waste, plant and animal health, including climate change adaptation and disaster risk management. The conduct of site visitation and community (men and women farmers and fisherfolks) consultations including the island provinces shall also be carried out. It includes the facilitation in the conduct of the Regionwide State of Agriculture and Fisheries Forum in BARMM.

Tasks and responsibilities

Under the overall supervision of the FAO Representative in the Philippines, the direct supervision of the Mindanao Sub-Office Head and in coordination with the Assistant FAO Representatives for Programme and Administration, the Institutional Coordinator Specialist will undertake coordination of the following:

• Under the guidance of the Mindanao Sub-Office Head and the Assistant FAO Representative for Programme and Administration, coordinate the preparation of the following requirements in relation to the conduct of the BARMM Regional State of Agriculture and Fisheries, covering the following activities such as:

  • Review of relevant related literature on Agriculture, Fisheries and Aquaculture, Environment, Forestry, Food Security, Value Chain, etc. as mentioned above.

  • Establish/ Update the BARMM Agriculture and Fishery (Aquaculture) Commodity Digital Map for 2023

  • Conduct and Analyze Strengths, Weaknesses, Opportunities, and Challenges (SWOC) of the Agriculture and Fisheries (Aquaculture) in BARMM.

  • Analyse the present and future potentials and provide recommendations for agriculture and aquaculture in BARMM.

  • Analyse and understand the relevant legal, policy and regulatory frameworks to identify bottlenecks that are faced by the Agriculture and Fishery Sectors.

• Establish a detailed work plan

• Under the supervision of the Mindanao Sub-Office Head, coordinate with relevant government agencies including, among others the Mindanao Development Authority (MinDA), Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR) – Bangsamoro Autonomous Region in Muslim Mindanao (MAFAR - BARMM), Ministry of Environment and Natural Resources (MNERE), private sector including buyers and traders, and various municipal and provincial Local Government Units (LGUs), to ensure an “all-of-society” approach in designing the forum in BARMM.

• Contribute to the identification of resource persons (farmers, fisherfolks, duty bearers, etc.) and relevant agriculture and fishery interventions that will be highlighted or showcased in the forum.

• In collaboration with the Mindanao Sub-Office Head, undertake consultations and meetings with relevant farmers, fisherfolks, key stakeholders, institutions including the private sector to better understand the current status of agriculture and fisheries in the region.

• Contribute to the conduct of BARMM State of Agriculture and Fisheries

• Carry out any other relevant duties within his/her technical competence as may be requested by FAO.

Minimum Requirements

• Must have an advanced university degree in agribusiness, agricultural economics, development economics or any other field related to the work of the FAO

• Has at least ten (10) years of relevant work experience in agriculture and fisheries, agribusiness development, and/or project implementation in an area of FAO’s activities in the country

• Excellent written and oral communication skills in English and Tagalog

• A national of the Philippines or a legal resident in the country
