Organizational Setting
FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.
Reporting Lines
Under the overall supervision of the FAO Representative (FAOR) in Yemen, the technical supervision of the Chief technical advisor of the Water and Natural Resources and work closely work closely with the Institutional Capacity and Climate Change International Consultant (IC) and the Climate Change International Consultant (IC).
Technical Focus
The Institutional Capacity Building and Environment Specialist will support FAO Yemen in implementing the Green Climate Fund (GCF) Readiness project, approved in 2021.
Tasks and responsibilities:
- In close consultation with the responsible IC and National Designated Authority (NDA), carry out an assessment to identify 2 potential direct access entities (DAEs) to be accredited by GCF;
- In close collaboration with the responsible International Consultant (IC) and will be based on the GCF-informed DAE strategy document developed by the responsible IC in Aug-September 2022. This assessment must include a concrete indication/ roadmap and gap analysis for these two institutions to achieve accreditation with the GCF;
- Work closely with the responsible IC on a mapping exercise that illustrates relevant national actors in the context of climate finance (the purpose is to understand the context of the NDA in the Yemeni institutional landscape);
- Review and contribute to Yemen GCF draft programme, where needed especially on Yemen specific Institutional Landscape information sub-chapters;
- Review and contribute to the NDA’s Operational Manual;
- Review and contribute to the no-objection procedure document;
- Review and provide inputs to the Privileges and Immunities (P&I) white paper (to be prepared for NDA on the P&I Agreement with GCF;
- Attend other meetings related to GCF Readiness project;
- Any other task as required with regard to relevant project activities.
Minimum Requirements
- Advanced University degree in natural resources management, climate change, and political science (or closely related field);
- At least five years of relevant experience in natural resources management, climate change, institutional capacity development;
- Working knowledge (level C) of English and Arabic
- National or Resident of Yemen.

- Experience in drafting technical documents and reports
- Relevant experience in conflict-affected countries is considered a strong asset
- Excellent communication skills and ability to present complex topics to a variety of technical and non-technical audiences
Selection Criteria
- Demonstrated ability to organize stakeholder events;
- Demonstrated ability in supporting policy-making and institutional capacity building processes;
- Demonstrated experience in the thematic areas of climate change, environment;
- Demonstrated ability to liaise with multiple agencies, effectively building an understanding and partnership with other UN bodies, NGOs, and governmental agencies;
- Previous experience with International Organization;
- Excellent communication, writing and presentation skills in English.
