The Office of Innovation is a creative, interactive, and agile team in UNICEF that sits at the unique intersection of working on material global issues, startup thinking, technology and partnerships that can scale solutions. We look to form partnerships around frontier technologies (including AI, drones, and UAVs, blockchain, new banking tools, wearables and sensors, and 3D-printing) that exist at the intersection of $100 billion markets and 1 billion person needs.

The Office of Innovation currently co-hosts the Secretariat for the Digital Public Goods Alliance, established in follow-up to the High-level Panel on Digital Cooperation. In its report, the Panel recommends as 1B “that a broad, multi-stakeholder alliance, involving the UN, create a platform for sharing digital public goods, engaging talent and pooling data sets, in a manner that respects privacy, in areas related to attaining the SDGs”. Norway, Sierra Leone, UNICEF and iSPIRT, the four initial champions are working to implement this recommendation.

How can you make a difference?

The UNICEF Office of Innovation (OOI) is looking for an Adviser in the role of Co-Lead for the DPGA Secretariat, co-hosted by UNICEF, along with Norad and UNDP. This role works alongside the other Secretariat Co-Lead from Norad and manages other consultants and roles that UNICEF sponsors for the Secretariat. Co-Leads provide overall coordination of the Alliance’s activities and among various members to ensure an aligned approach to implementing the Alliance’s strategy. As part of the Secretariat team, this Co-Lead will, among others, oversee and coordinate the vetting process, and lead and facilitate communities of practice. In addition to the reporting lines established within UNICEF, the Co-Lead is accountable to the DPGA Board and the KPIs it sets for the Secretariat.

Overall, this position is responsible for:

Provide overall coordination of Secretariat activities, in line with DPG Alliance strategy.

  • Manage overall Secretariat activities in line with the 5-year strategy, in collaboration with other Secretariat Co-Lead.
  • Track resource and capacity needs and propose – and take forward once approved - relevant changes to the team, partnerships, and execution plan.
  • Coordinate consultants and other resources on the Secretariat team, including recruitments, onboarding, and ongoing oversight.

Oversee execution, monitoring and reporting of the DPGA strategy in collaboration with other Secretariat Co-Lead.

  • Develop annual workplans with measurable indicators.
  • Execute and coordinate key activities under Secretariat’s responsibility.
  • Track and monitor progress, including from members and aligned activities.
  • Develop and maintain tracking methods to display and communicate results on an ongoing basis.
  • Review the strategy and propose updates and revisions as needed, for consideration by the Board.
  • Consult with members and ensure ongoing alignment with the strategy, as well as opportunities to leverage members’ capacities too advance the strategy.
  • Identify resource needs for strategy implementation and develop a resource mobilization and partnership strategy with the aim of diversifying financial support for the Alliance’s work.

Develop and grow a value proposition to different stakeholders engaged and aligned with the DPGA.

  • Develop value propositions for various stakeholders, including members, partners, DPG product owners and DPG implementers.
  • Coordinate the engagement of members in delivering on these value propositions to secure buy-in and engagement by all relevant stakeholders.
  • Coordinate ongoing membership related activities, such as regular communication, knowledge sharing, convenings etc.

Coordinate development of external engagement and advocacy plan with a focus on open-source community stakeholders, technology industry and the UN system.

  • Develop for consideration by the Board, visionary advocacy priorities and key messages to guide Secretariat, members’, and Board engagement.
  • Develop a clear narrative on the need for digital public goods and their value and calls to action adapted for specific audiences.
  • Lead advocacy activities in line with strategy, complemented by research, communications, and other activities – such as campaigns, targeted engagement, policy reviews etc.
  • Represent the DPGA in related fora.
  • Coordinate and support related advocacy engagement among members and identify opportunities to leverage members’ networks to achieve objectives.

Coordinate and lead the DPG vetting process, including management of standard and communities of practice

  • Coordinate of the DPG Standard project, including its working group, any required revisions and overseeing the Standard’s implementation
  • Capture any relevant lessons and review Standard accordingly.
  • Oversee vetting process, identifying opportunities for efficiencies, and implementing technical improvements through prototypes.
  • Identify priority areas and establish and facilitate Communities of Practice.
  • Compile lessons learned from CoPs and design strategy for scaling CoP model.

To qualify as an advocate for every child you will have…

Education: An advanced university degree (Master’s or higher) in business administration, public administration, communication, design or other relevant field.

*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Experience: A minimum of eight years of relevant professional experience in open-source project or community management, stakeholder/network/community management, advocacy engagement and communication.

  • Demonstrated senior level experience in advocacy and engagement across sectors to achieve policy and other change
  • Demonstrated vision and strategy development and execution skills, specifically for complex, multi-stakeholder initiatives.
  • Experience in working with and coordinating diverse groups of stakeholders at senior levels and across sectors.
  • Experience in partnership development and management, including across private and public sectors.
  • In-depth knowledge and track record of engagement with open-source eco-systems and stakeholders.
  • Technical understanding of open-source concepts and digital public goods.
  • Some knowledge of technology for development or experience working in a relevant work or volunteer experience related to open-source initiatives will be considered an advantage.
  • Demonstrated experience with virtual community management, communication tools and channels for distributed projects.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Familiarity with international development.

Language Requirements: Fluency in English is required. Knowledge of another official UN language is an asset.
