Background information - IPMG UNOPS strategic focus places increased emphasis on national capacity development and sustainable approaches to project management, procurement, and infrastructure services. A key objective is to be recognized as an organization that delivers world-class infrastructure and project management, which is both economically and socially sustainable, even in the most challenging environments. To achieve this goal, UNOPS has established the Infrastructure and Project Management Group (IPMG).

Within UNOPS, it is IPMG’s objective to serve the organization’s personnel and partners by broadening their infrastructure and project management capabilities, while disseminating best practices in both of these areas. Through this work, the group helps facilitate the successful delivery of programs and projects around the world.

To achieve its objectives, IPMG has established three interrelated and interdependent technical streams, namely, Strategic Initiatives, Standards, and Engagement Assurance, that are supported by the Portfolio Support team. IPMG is managed overall by the Director of IPMG.

The Strategic Initiatives (SI) team works to develop methodologies and tools to improve development outcomes as well as assist in the positioning of UNOPS at the highest levels in related fields, including various global agenda focus areas, such as resilience and sustainability.

Functional Responsibilities

Gender equality and social inclusion are key to creating the conditions for people to live a life they value, where their needs are met, their human rights are protected, and they are able to participate equally in society, as promised in Agenda 2030. UNOPS is committed to making that vision a reality. We support the achievement of the Sustainable Development Goals and Our Common Agenda through our core areas of expertise: infrastructure, procurement, and project management. UNOPS launched its Gender Mainstreaming Strategy in 2018 to address the persistent inequalities faced by women and girls in their access to services and infrastructure. In 2020, UNOPS published a report, "Infrastructure for Gender Equality and the Empowerment of Women," which examined the numerous barriers women and girls face when trying to access basic services – such as education and healthcare – or economic opportunities. In 2022, UNOPS published a new report on "Inclusive Infrastructure for Climate Action," which expands our work on social inclusion to address the needs of marginalized social groups to access critical services, particularly in the context of the changing climate. This role is to continue to develop guidance, tools, communication materials, and support the promotion of UNOPS’ work in inclusive infrastructure.

The Senior Analyst will be based in Copenhagen; however, the incumbent may be required to travel to support Strategic Initiatives activities in the field.

The key tasks for the Senior Analyst are:

  1. Support the development of an external practical guide for inclusive infrastructure based on the research and findings of the Inclusive Infrastructure for Climate Action Report.
  • Finish research and drafting the remaining volumes of the 5 sector volumes of guidance
  • Coordinate input from the UN collaborators
  • Coordinate technical input from LTA partner
  • Coordinate the use of graphics retainer and translators
  • Monitor and communicate progress against the timelines.
  • Support the promotion and capacity development of inclusive infrastructure within UNOPS through webinars and ppt presentations and other communications.

    1. Developing the Inclusion module for SustainABLE tool. This will involve taking the findings from the Inclusive Infrastructure guide and adapting it to the existing tool module format.
  • Taking the findings from the guidance volumes, develop and insert data into the module.

  • Coordinate with the SustainABLE tool team.
  • Support user testing with the SustainABLE tool team.

    1. Coordinate inputs into events, including the SDG Summit in September and COP 28 in November.
  • Support the launch of the guidance, and SustainABLE modules, at events through innovative interactive communications.

  • Draft talking points as required.

The Senior Analyst may also be expected to:

  • Create knowledge products and tools to improve the capacity of the organization in the area of inclusive infrastructure;
  • Generate new ideas and stimulate innovative thinking and approaches to addressing barriers to sustainable, resilient, and inclusive infrastructure in a developing country context.
  • Provide research and data collection support on topics upon request by supervisors;
  • Identify areas for improvement and provide ongoing maintenance and updates to the Strategic Initiatives workspace;
  • Draft external articles, presentations, e-mails, and other communication;
  • Support organizational reporting - i.e., quarterly progress reports, management reports, and end of year report.

Monitoring and Progress Controls:

  • Set standards, personal and development objectives in Performance Evaluation Review;
  • Responsible for monitoring and reporting on set goals, targets, and performance requirements against the Performance Evaluation Review and work plan;
  • Coordinate updates of the Intranet Page for the Strategic Initiatives team;
  • Successfully meet deadlines based on the Strategic Initiatives work plan.

Education/Experience/Language requirements

Education: - An Advanced University Degree or a Master's Degree in Engineering, Planning, Architecture, or other areas of the built environment is required. - A first-level University degree or Bachelor's or equivalent in a related field of study with 2 additional years of relevant work experience may be accepted in lieu of Master's Degree requirement.

Work Experience: Required: - A minimum of 2 years of experience in the built environment is required, and it is preferred to be applied to the development field. - At least 12 months of demonstrated experience in inclusive infrastructure is required. - Knowledge of Google Workspace, preferably Google Sheet, Google Docs, Google Slides, and Google Drive, is required.

Asset: - Experience in research and publications. - Experience with interactive data analytics tools. - Experience managing the content and publication of a technical paper. - Experience working with a variety of institutions, including UN, government/public institutions, private sector, and/or research/academia in the field of the built, natural, and enabling environment. - Experience developing software-based tools.

Certification: - Certification related to Project Management is considered an asset.

Languages:- Fluency in English is required. - Fluency in French and/or Spanish is highly desirable.
