Org. Setting and Reporting

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy-oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Information Management, Communications and Technology Section (IMCTS), within the Division of Administration (DA) of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), Bangkok, Thailand. IMCTS provides ICT services to ESCAP and other agencies in the United Nations compound in Bangkok, Sub-regional Offices, and Regional Institutes in Asia and the Pacific, including technology support for the Seismic Mitigation Project. The incumbent reports to a Telecommunications Officer in the IT Service Management Unit.

Responsibilities

Under the direct supervision of the Telecommunications Officers Information Systems Officer, and overall supervision of the Chief of IT Service Management (ITSM) Unit and the SMP Programme Manager, the incumbent is required to perform the following functions:

• Participates in the planning, design, testing and implementation of new network infrastructure systems. Including routers, switches, Wi-Fi, Firewall and cloud network infrastructure • Monitors and troubleshoots network issues, and work with vendors and other IMCTS units to resolve issues. • Works with the Seismic Mitigation Project (SMP), Project Management Office to review the technology requirements of the refurbished Secretariat Building and ensure the design of the ICT infrastructure is future-proof and resource-efficient. • Reviews the ICT infrastructure designs presented by the principal consultancy firm to make sure that the ICT plans are aligned with OICT standards and policies. • Tests the ICT infrastructure and its performance in the swing space, take necessary actions, change/alter requirements, reflect plan and budget for the actual implementation. • Ensure that all procurement plans are completed in time, inspect all materials to ensure that the ICT requirements set out during the design and pilot phase are fully implemented in the development phase. • Manages and supervises the LAN cabling works in the Secretariat Building. • Procures and supervises the installation of ICT equipment for the swing space. • Works closely with the ICT focal points of Substantive Divisions and tenants for the smooth movement of staff to the swing space and back. • Oversees the ICT infrastructure installation process in the Secretariat Building, draw attention to faults and deficiencies, and ensure that the guidelines set out in the configuration documents and check lists are followed up. • Supervises and coordinates the ICT infrastructure installation after the contractor has completed the rectification work. • Supervises and manages the ICT deliverables to ensure uninterrupted staff movement between the swing space and construction floors. • Prepares technical and user documentation for deployed ICT infrastructure, as well as training materials and conducts technical presentations. • Drafts correspondence and communications, including work plan revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports. • Serves as focal point for coordination, monitoring, reporting and managing of ICT inventory management and IT Support knowledge base. • Keeps abreast of developments in the field; performs benchmarking and proposes new acquisitions. • Provides guidance and training to new/junior staff; plans day-to-day work and supervises other staff as required. • Performs other related duties as required.

Work Experience

A minimum of seven years (or five years if graduated with a first-level university degree) of progressively responsible experience in in Information and Communications Technology or a related area is required.

Experience working with international organizations is desirable.

Experience in project management of deploying ICT solution in medium or large enterprise environment is desirable.

Experience in designing, installing, and troubleshooting structured LAN cabling system is desirable.

Experience in network design and support of Cisco router, switch and Wi-Fi devices is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Working knowledge of Thai is desirable. Knowledge of another official United Nations language is an advantage.

Special Notice

This is a temporary position and will initially be available through 31 December 2024. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.
