Org. Setting and Reporting The Enterprise Solutions Service (OICT/ESS) of the United Nations Office of Information and Communication Technology develops a wide range of enterprise solutions and provides products and services in support of UN operations.

The incumbent will be part of the Enterprise Application Centre – Asia based in Bangkok, Thailand, and will report to a Senior Information Systems Officer within OICT/ESS.

Responsibilities Within the scope of delegated authority, the Information Systems Officer may be responsible for the following tasks:

‐ Manage projects that include feasibility studies, systems evaluation, design, development, and implementation of new moderately complex systems; ‐ Provide advice to users on innovative technologies, analyze user needs and translate them into functional specifications; ‐ Define detailed solution architecture; ‐ Develop and maintain computer programs that require the integration of many interrelated systems and program components; ensure data security, architectural compliance, and appropriate access controls, considering local and broader issues; ‐ Organize and conduct unit and integration testing; design and use test bases; assist users with acceptance testing; ‐ Develop training materials, user manuals, train personnel in assigned systems; ‐ Develop disaster recovery plans; ‐ Identify problems in architecture, information security, integration, and interconnection of systems. ‐ Maintain, upgrade, re-architect or improve existing systems; troubleshoot and provide ongoing support to users, including solving difficult problems; monitoring transactions to measure performance and ongoing effectiveness of assigned systems. ‐ Conduct research, assessment and evaluation of current technologies and make recommendations for standardization and implementation. ‐ Participate in writing reports and documents related to information technology projects.

Competencies PROFESSIONALISM: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high-level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Shows pride in work and in achievements; demonstrates professional competence and proficiency in subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education An advanced university degree (Master's or equivalent) in computer science, information systems, mathematics, statistics, or related fields is required. A recognized first-level university degree in the above fields combined with two additional years of experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in the planning, design, architecture, development, implementation, and maintenance of information systems or related fields is required.

A minimum of five years of experience in the implementation and operations of complex systems of large centralized or decentralized institutional systems is required.

A minimum of five years of experience in regulatory compliance related to information security is required.

A minimum of four years of experience in Agile DevOps methodology and cloud-based application development is required.

A minimum of one year of experience working in non-profit international organizations is highly desirable.

Experience in developing ICT policies and guidelines for implementation is desirable.

Languages English and French are the working languages of the United Nations Secretariat. Fluency in English is required for this post. Knowledge of another official language of the UN is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
