Org. Setting and Reporting The position is in the Enterprise Solutions Service of the Office of Information and Communications Technology (OICT), hosted by ESCAP in Bangkok.

The incumbent reports to a Senior Information Systems Officer within the Enterprise Solutions Service of the Office of Information and Communications Technology.

Responsibilities Under the direct supervision of the Senior Project Coordinator, and the overall supervision of the Chief, Enterprise Solutions Service, the incumbent will:

‐ Plan and direct major systems projects or the major components of these complex systems, which typically influence critical operations and large or multiple user groups. ‐ Provide specialized consultancy in the field of complex analysis and design; identifies the need for new systems (or changes to existing systems) or responds to user requests; develops plans for feasibility assessment, requirements specification, design, development, and implementation, including project plans, timetables, time and cost estimates, performance measurements and measures. ‐ Track and monitor the progress of the project in relation to the plan, requirements, quality measures, standard processes; to collaborate with users in all aspects and in all phases of development and implementation. ‐ Ensure professional leadership and direction for the designated design team and/or mentoring and supervising the work of new/junior officers, contract staff. ‐ Be actively involved in the most complex aspects of the project (e.g. system analysis, architecture, development, security assessment); oversee the development of global architecture, ensuring compliance with all aspects of design, compliance with UN standards and policies, and setting up control and security mechanisms. ‐ Elaborate, implement, and monitor information standards and guides, including testing paradigms. ‐ Prepare technical and user documentation for entire systems and interdependent applications, training materials and detailed technical presentations. ‐ Keep pace with developments in the field and determine the need for testing and evaluating new products and technologies; assure leadership on the introduction of technological change; prepare various technical reports, research, analysis and evaluation of innovative technologies and recommendations for their implementation. ‐ Facilitate communication between OICT and its major customers for good customer relationships; act as coordinator in the development of Service Level Agreements (SLAs) between customer and OICT, either for specific IT services or for general technical assistance, including clearing mechanisms. ‐ Participate in planning and preparing the budget, the work program and the spending plan, recruitment, guidance and / or supervision of staff, consultants. ‐ Perform other related tasks as needed.

Competencies Professionalism: Knowledge of system design, development, management, implementation, maintenance, and technical support of complex information systems. Ability to develop and oversee centralized or decentralized institutional systems; conceptual and strategic analytical ability to understand computer and business systems issues to analyze and thoroughly evaluate critical system issues. Knowledge of a wide range of computer languages and development paradigms, primarily in C, Python, ERP implementation and upgrades, Cloud Operations, Python for data science and machine learning; knowledge of the organization's IT infrastructure, IT policies and strategy in the user area(s). Shows pride in work and accomplishments; demonstrates professional competence and proficiency; is conscientious and efficient in meeting commitments and delivering results; is motivated by professional rather than personal concerns; demonstrates perseverance when faced with difficult problems or challenges; remains calm in stressful situations. Assumes responsibility for integrating gender perspectives and ensuring equal participation of women and men in all areas of work.

Client Orientation: Understands that all to whom services are offered are "clients" and views matters from the client's point of view; establishes and maintains productive partnerships with clients by gaining trust and respect; identifies client needs and matches them with appropriate solutions; monitors current developments within and outside the client's environment to keep abreast of issues and anticipate them; keeps clients informed of the progress or drawbacks of projects; meets the deadline for delivery of the products or services to the client.

Communication: Speaks and writes clearly and effectively; listens to others, interprets messages from others correctly and responds appropriately; asks questions for clarification and shows interest in two-way communication; adapts language, tone, style, and format to audience; demonstrates openness in exchanging information and informing people.

Education Advanced university degree (Master's or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required. A first level university degree with two additional years of qualified experience can be accepted in lieu of an advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in the planning, design, development, implementation and maintenance of IT systems or related areas, is required.

A minimum of four years of hands-on expertise in: ERP, learning management solutions, PeopleSoft, Analytics, SQL databases, Cloud, Unix, and C operations is required.

Knowledge of the UN strategy on ICT, internal policies and the standard development process is highly desirable.

Knowledge of Blockchain, Artificial Intelligence, Natural Language Processing, DevOps, Cloud (AWS, Azure, etc.) and Information Security Testing is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowing other official languages of the UN is an advantage.

Special Notice Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff is expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This temporary position will initially be available until 31 December 2022.

If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.
