Org. Setting and Reporting The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all peacekeeping and special political missions around the world as well as to other UN Offices, Agencies Funds and Programs.

This position is located in the Service for Geospatial, Information Technology and Telecommunication (SGITT) of the Global Service Centre, Brindisi, Italy. The incumbent will be based in Brindisi and will report to the Chief, Client Solutions Delivery Section.

Responsibilities Within limits of delegated authority, the Information Systems Officer may be responsible for the following duties:

•Plans and directs major geospatial and information systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups.

•Provides expert advice on complex systems analysis and design; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures.

•Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service.

•Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation.

  • Applies ITIL and DevOps practices in the design, implementation, management and support, of complex and innovative web and mobile Geospatial Information systems solutions based on ArcGIS enterprise cloud infrastructure and Geocortex platform.

•Provides professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, contract staff, etc.

•Is actively involved in the execution of the most complex aspects of the project (e.g. systems analysis, development, programming, etc.); oversees development of document, database structures and its integration with different IT systems, ensuring that all design aspects are addressed and control and security mechanisms are established.

•Develops, implements and monitors information standards and guidelines, including testing paradigms.

•Prepares technical and user documentation for entire systems and interdependent applications; prepares training materials and detailed technical presentations.

•Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports.

•Applies business relationship management and facilitates communications between SGITT and its major clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and SGITT, for either specific IT and geospatial services or general technology support, including any charge back mechanisms.

•Participates in planning and preparation of the budget, work program and spending plan.

Education Advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics, geospatial information, or related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification ITIL (Information Technology Infrastructure Library) Foundation certificate is desirable.

DevOps certificate is desirable.

BRM (Business Relationship Management.) certificate is desirable.

Work Experience A minimum of seven (7) years of progressively responsible experience in planning, design, development, implementation and maintenance of geospatial information systems or related area is required.

Two (2) years experience in managing medium to large sized teams is desirable.

Experience providing services in Information Systems or Telecommunications Systems to or in a field operation of the United Nations common system or comparable international organization is desirable.

Experience in Business Relationship Management or client relationship Management is desirable.

Experience in change management and support of corporate solution and information systems is desirable.

Experience with ArcGIS Enterprise and GeoCortex development platforms is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required; . Knowledge of another official United Nations language is desirable.
