Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote regional cooperation for inclusive economic and social development in the Asian and Pacific region. ESCAP's role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Information Management Communication and Technology Section (IMCTS) within the Division of Administration of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), Bangkok, Thailand. The Information Systems Officer works under the direct supervision of the Chief of IMCTS.

The Information Systems Officer will be responsible for the USD 2.2 million United Nations Conference Center modernization & digitization project including the upgrade of two conference halls with a combined 500 participant seating capacity and for addressing the change in the business environment for hosting hybrid/virtual & inclusive meetings by the identification and implementation of appropriate digital platforms. The Information Systems Officer will lead a 5-member team and liaises with Procurement on market surveys and all related vendor activities and briefs the Project Executive and Board.

Responsibilities Under the direct supervision of the Chief of IMCTS, the incumbent will be responsible for performing the following duties:

•Plans and directs major systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups, such as the implementation of a new network infrastructure system. •Provides expert advice on complex systems analysis and design; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures. •Formulates Request for Proposals (RFPs) for central infrastructure equipment (network, telecommunications, servers and data storage), systems and services; provides technical specifications and standards for procurement of equipment; evaluates proposals from vendors; performs tests and recommends selection of equipment in the most expedient manner. •Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation. •Provides professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, contract staff, etc. •Is actively involved in the execution of the most complex aspects of the project; oversees development of project documents, ensuring that all design aspects are addressed, and control and security mechanisms are established. •Develops, implements and monitors information standards and guidelines, including testing paradigms. •Prepares technical and user documentation for entire systems and interdependent applications; prepares training materials and detailed technical presentations. •Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports. •Facilitates communications between IMCTS and its clients for good client relations. •Participates in planning and preparation of the budget, work program and spending plan. •Performs other related duties, as required.

Education Advanced university degree (Master’s degree or equivalent) in computer science, information systems, telecommunications, or other related fields is required. A recognized first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in planning, design, development, implementation and maintenance of information technologies and information communication technologies is required. Experience in the implementation of Unified Communications solutions, business continuity management and project management, is highly desirable. Experience in implementing and managing enterprise computer networks is desirable. Experience in the operations of commercial telecommunications services, voice and data communications techniques is an asset. Good knowledge of the UN administrative rules and policies is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.

Special Notice This is a temporary position and will initially be available through 31 December 2021.
