You have:

  • Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field is required.
  • A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required.
  • A minimum of three years experience in ERP solution architecture in the area of human resources management systems is required.
  • Professional Project Management Certification (i.e. PMP, Prince2, etc.) is desirable.
  • Experience in programming language, such as R language, Python, SQL, is desirable.
  • Working knowledge of French is desirable.
  • Experience in implementing machine learning models and Artificial Intelligence is desirable.

Contract

This is a P-3 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 5 years of experience, depending on education.

Salary

The salary for this job should be between 100,627 USD and 131,763 USD.

Org. Setting and Reporting

The Office of Information and Communications Technology (OICT) is leading the digital transformation of the Organization to enable a better, safer, more sustainable future through secure, reliable, and innovative technology solutions. This position is located in the Office of Information and Communications Technology, Enterprise Solutions Service, Enterprise Application Center Americas (OICT/ESS/EAC Americas), located in Bangkok, Thailand. The incumbent will report to a Senior Information System Officer within OICT/ESS in the HR IT Solutions Team.

Responsibilities

Within limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties: • Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsible for major components of the more complex systems. • Develops detailed system and other functional specifications and user documentation for major systems. • Provides specialized advice to users, analyzing users’ requirements and translating business needs into technical solutions and corresponding technical requirements used throughout the development process. • Develops functional specifications and system context diagrams as required. • Facilitate business analysis and requirements meetings while exhibiting confidence and extensive knowledge of emerging technology standard methodologies. • Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. • Develops training materials, operating and user manuals; trains staff in assigned systems. • Researches, analyzes and evaluates new technologies and makes recommendations for their deployment. • Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc. • Provides guidance to, and may supervise, new/junior staff, consultants, etc. • Develops creative approaches to problem resolution. • Develops effective recommendations on functional design and applications to meet business requirements and implements projects in a timely and effective manner. • Performs other related duties, as assigned.

Competencies

• PROFESSIONALISM: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, artificial intelligence and machine learning programming languages such as R and python. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Education

Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field is required. A recognized first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required. A minimum of three years experience in ERP solution architecture in the area of human resources management systems, including modules such as talent management, performance management and learning management, integrations, data flows is required. Experience in implementing the machine learning models and Artificial intelligence such as natural language processing and computer vision is desirable. Experience in functional and technical aspects of organizational enterprise resource management (ERP) and talent management systems such as Inspira or Umoja is required. Experience in programming language, such as R language, Python, SQL, is desirable. . Experience in full lifecycle implementations of enterprise systems is desirable.

This is a temporary position and will initially be available through 31 December 2025.
