Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

The Information Management, Communications and Technology Section (IMCTS) provides ICT services to ESCAP and other agencies in the United Nations compound in Bangkok, Sub-regional Offices, and Regional Institutes in Asia and the Pacific.

This position is located in IMCTS, Division of Administration. The incumbent reports to the Chief, Resource Management Unit.

Responsibilities Under the direct supervision of the Chief, Resource Management Unit and overall supervision of the Chief of IMCTS, the incumbent is required to perform the following functions:

1. Develops and maintains computer programs (including desktop applications, web applications and mobile applications) that require integration of many interrelated systems and program elements, using industry standards methodology, including unit testing, version control; ensures appropriate data security and access controls considering both local and wide area issues, and taking accessibility into account..

2. Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.

3. Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.

4. Develops detailed system and other functional specifications and user documentation for major systems.

5. Organizes the installation, configuration, testing and deployment of developed applications, and is able to assess the information security of developed applications. Oversees the administration, operation, technical support, and monitoring of developed applications once in production

6. Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.

7. Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues.

8. Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.

9. Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.

10. Develops training materials, operating and user manuals; trains staff in assigned systems.

11. Provides guidance to, and may supervise, new/junior staff, consultants, etc.

12. Performs other related duties as required.

Competencies Professionalism: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high level programming languages (Java and one scripting language (Javascript, Php, Python R,…) and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational databases and query languages, web applications and web pages, document design and management, hardware and software requirements, systems facilities and execution protocols, information security and basic pentesting, applications integration via Web Services (SOAP and REST). Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems and basic user interface design and user experience (UX); knowledge of applications development methodology and tools (agile, unit testing, bug tracker, version control); good knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s) . Independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems; knowledge of basic operations on Linux/Unix and Windows. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, machine learning or related field, is required. A recognized first-level university degree in combination with two additional years of qualifying experience in software development may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of responsible experience in planning, design, development, implementation and maintenance of custom computer applications is required. Experience with web application development in Java (J2EE or Spring) and Javascript/HTML/ CSS is required. Experience with deployment on Linux platform is required. Experience with more than one programming language is highly desirable. Experience in writing IT related procedures in English is highly desirable. Experience with Angular 2 and/or React/React Native is highly desirable. Experience with Drupal modules development (7/8) is desirable. Experience with Mobile development (Android/iOS) is desirable. Experience with accessibility of websites by disabled persons is desirable. Experience with Ansible is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Special Notice This is a temporary position and will initially be available until 31 December 2021. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment.
