This position is located in the Treaty Section of the Office of Legal Affairs (OLA). The incumbent reports to the Information Management Officer and the Chief of the Treaty Section.
Responsibilities
Within limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties: * Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems. * Develops detailed system and other functional specifications and user documentation for major systems. * Provides specialized advice to users, analyzing users’ requirements, business cases and translating these into new applications; determines application systems integration and linkage issues. * Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc. * Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues. * Manages Azure cloud subscriptions, develops and monitors the frontend and backend applications in Java, Angular and .Net, as required. * Assists in the ICT budget preparation efforts aiming to optimize the system operating costs, the software development and infrastructure management expenditures, including the data engineering activities. * Creates treaty reports in PowerBI and analyses treaty-related data stored in the proprietary content management platform for data engineering and analytics purposes. * Uses interactive web tool sets for data assets exploration and scientific computing to implement the systematic data strategy goals. * Manages in agile environment, organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. * Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. * Develops training materials, operating and user manuals; trains staff in assigned systems. * Develops business continuity and disaster recovery plans and ensures appropriate planning and training of those responsible. * Researches, analyzes and evaluates new technologies and makes recommendations for their deployment. * Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc. * Facilitates communications between the Treaty Section and its clients for good client relations. Serves as coordinator with OICT in the development of Service Level Agreements (SLAs) for either specific IT services or general technology support, including any charge back mechanisms. * Handles all aspects of contract administration with vendors and chargeback policy for users. * Provides guidance to, and may supervise, new/junior staff, consultants, etc.

Work Experience
A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required. Experience in reporting with PowerBI and SQL is required. Experience in managing Azure cloud subscriptions, working on DevOps /Agile operations process planning and tools area is desirable. Experience with an international organization is desirable. Experience with international treaty data management, reporting and analytics is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. . Knowledge of another UN official language is an advantage.
