Org. Setting and Reporting The United Nations Office of Information and Communication Technology's Enterprise Solutions Service (OICT/ESS) develops and supports a wide range of enterprise solutions and provides products and services that support the work of the UN.

The incumbent will be part of the Enterprise Application Centre - Asia, hosted by ESCAP and located in Bangkok, Thailand, and will report to a Senior Information Systems Officer within OICT/ESS.

Responsibilities Within the framework of delegated authorities, the information systems officer may be responsible for the following tasks:

‐Manage projects involving feasibility studies, systems analysis, design, development and implementation of new moderately complex systems. ‐Develop detailed functional specifications, architecture specifications, solutions and user documentation for key systems. ‐Provide specialized advice to users, analyze their needs and translate them into new applications. ‐Identify problems in architecture, information security, integration and linking of systems. ‐Maintain, upgrade, re-architect or improve existing systems; troubleshoot and provide ongoing support to users, including solving difficult problems, advising on the use of new techniques, monitoring transactions to measure the performance and ongoing effectiveness of assigned system, etc. ‐Develop and maintain computer programs that require the integration of many interrelated systems and program elements; ensure data security, architecture compliance and appropriate access controls, considering local and broader issues. ‐Organize and carry out unit test and integration test; design and use test bases; assist users in acceptance tests. ‐Develop training materials, operating manuals, train staff in assigned systems. ‐Develop disaster recovery plans and ensures appropriate planning and training of managers. ‐Conduct research, analysis and evaluation of new technologies and make recommendations for standardization and deployment. ‐Participate in writing reports and documents related to information technology projects, etc.

Competencies - PROFESSIONALISM: Knowledge of information technology and information management, particularly application architecture, standard, information security, systems analysis, database design and programming. Knowledge of project management methodologies and several high-level programming languages and significant exposure to all aspects of programming and analysis, including structured and object-oriented design, relational systems, scripting and query languages, hardware and software requirements, system installations and execution protocols, document design and management. Strong analytical and problem-solving skills, including proficiency in architecture, information security, compliance, development and implementation of systems of medium size and complexity. Knowledge of interactive systems; good knowledge of the Organization's information infrastructure and IT strategy and compliance; independent maintenance of assigned systems and development of innovative approaches to solve a wide range of problems or issues. Knowledge of contract and resource management, including development of SLA, project cost estimate and chargeback mechanisms. Ability to conduct research and make recommendations on information technology trends. Ability to demonstrate conceptual, analytical and evaluative skills and to conduct independent research and analysis, identify and assess issues, formulate options, conclusions and recommendations. Demonstrates pride in his/her work and accomplishments; demonstrates professional competence and subject matter expertise; is conscientious and effective in meeting commitments, deadlines and achieving results; is motivated by professional rather than personal concerns; demonstrates perseverance in dealing with difficult problems or challenges; remains clam in stressful situations.     Education Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related fields is required. A recognized first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five years of progressively responsible experience in the planning, design, architecture, development, implementation and maintenance of computer systems or related areas is required. A minimum of five years of experience in complex system architecture, implementation and operations of large centralized or decentralized institutional systems is required. A minimum of five years of experience in regulatory compliance in relation with information and application security is required. Experience in Agile DevOps methodology and application development in the cloud is required. Experience in providing services related to application development within the United Nations common system or other comparable international organizations is highly desirable. Experience in developing policies and guidelines for implementation is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
