Org. Setting and Reporting

The Office of Information and Communications Technology (OICT) is leading the digital transformation of the Organization to enable a better, safer, more sustainable future through secure, reliable, and innovative technology solutions. The United Nations Office of Information and Communication Technology's Enterprise Solutions Service(OICT/ESS) develops and supports a wide range of enterprise solutions and provides products and services that support the work of the UN This position is in the Enterprise Solutions Service (ESS) team within OICT, located in Valencia, Spain. The incumbent reports to a Senior Information Systems Officer within OICT/ESS. Responsibilities

Under the direct supervision of a Senior Information Systems Officer and the overall guidance of the Chief, ESS, the Information Systems Officer will be responsible for the following duties: • Manages projects involving feasibility studies, business analysis, systems analysis, design, development, and implementation of moderately complex systems, and/or, participates as a member of a technical team with responsibility for major components of the more complex systems. • Develops detailed business requirements, wireframes, system and other functional specifications and user documentation for major systems. • Engages with clients to provide technical advice to users, analyzing users’ requirements and translating these to technical requirements for development and deployment on enterprise platforms. • Maintains, troubleshoots, and provides continuing user support, to include resolving difficult problems, and technical advice. • Organizes and performs unit and integrated testing, designing, and utilizing test bases; assists users in acceptance testing. • Develops training materials, operating and user manuals; trains staff in assigned systems. • Researches, analyzes, and evaluates new technologies and makes recommendations for their deployment. • Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc. • Provides guidance to, and may supervise, new/junior staff, consultants, etc. • Performs other related duties as assigned.

Competencies

Exposure to several high-level programming languages and major aspects of programming and analysis, including relational systems, content management platforms, scripting and query languages, and application programming interfaces (APIs). Education

Advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required. A recognized first-level university degree in combination with two additional years of relevant experience may be considered in lieu of the advanced university degree.

Job - Specific Qualification

Professional Project Management Certification (i.e. PMP, Prince2, etc.) is desirable. Certification in ISO2700, ITIL or equivalent is desirable.

Work Experience

A minimum of five years of progressively responsible experience in software development or technical project planning, design, development, implementation and maintenance is required. Experience in software testing and quality assurance is required. Experience with agile software development management methodologies and tools is desirable. Experience with cybersecurity principles and application of cybersecurity controls is desirable. Experience in full life-cycle implementations of enterprise systems is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Working knowledge of Spanish is desirable. Knowledge of another official United Nations language is an advantage.

This is a temporary position and will initially be available through 31 December 2024. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post. Relevant experience in the General Service category at G-6 and G-7 levels may count towards experience requirements.
