Org. Setting and Reporting This position is located in the Business Relationship Management Section, Regional Service Management Service (RSMS) within the Operations Support Division, Office of Information and Communications Technology. The Information Systems Officer reports to the Chief of Section.

The Regional Service Management Service oversees all information and communications technology (ICT) operations and service management in the United Nations Headquarters (UNHQ) in New York, including fixed and wireless networks, remote access, service desk, business relationship management and broadcast and conferencing services. The Service oversees the global Unite Service Desk operations providing a single-entry point for supporting enterprise applications; manages client relationships through the Business Relationship Management Services and the Regional Framework for Offices Away from Headquarters (OAHs), Economic Commissions and all Field Operations. The Service also facilitates technology solutions for field operations based on operational requirements, including Force Protection and Intelligence Surveillance and Reconnaissance solutions and participates in various working groups in support of Military and Police operations.

Responsibilities Within limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties:

  • Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
  • Develops detailed system and other functional specifications and user documentation for major systems.
  • Provides application and solutions development supports,specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues.
  • Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
  • Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
  • Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
  • Develops training materials, operating and user manuals; trains staff in assigned systems.
  • Develops disaster recovery plans and ensures appropriate planning and training of those responsible.
  • Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.
  • Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
  • Facilitates communications between OICT and its clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and OICT, for either specific IT services or general technology support, including any charge back mechanisms.
  • Works closely with OICT’s client entities and stakeholders to understand their substantive strategies and processes, identifying pain-points and supporting in the development of their strategic IT plans and roadmaps using potential technology solutions
  • Manages demands or client requests for new ICT capabilities or changes to existing ICT services and acts as the primary OICT focal point to client departments to advise on ICT related policies, processes, and standard tools in close coordination with other OICT teams.
  • Works with OICT leaders and teams, client departments, service providers, and implementing partners to ensure ICT services align with client and stakeholder needs
  • Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users.
  • Performs other duties as required.

    Competencies - PROFESSIONALISM: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.     Education An Advanced university degree (Master’s degree or equivalent degree) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with two additional years qualifying experience may be accepted in lieu of the advanced university degree.

    Job - Specific Qualification - Prince2 foundation Certification is desirable.

    • Prince2 practitioner Certification is desirable.

    • BRM certification or similar certification is desirable.

    Work Experience - A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required.

    • Experience in preparation of ICT cost estimates/budgets and reporting on ICT budget/programme performance is required.

    • Experience in developing technical specifications for ICT services and equipment is desirable.

    • Experience providing support in the deployment of ICT security policies and procedures is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language desirable.
