Org. Setting and Reporting This position is located in the United Nations Operations and Crisis Centre (UNOCC) and the incumbent reports to the Deputy Director.

The UNOCC is a multi-party entity reporting to the ASG for Strategic Coordination of the Executive Office of the Secretary-General (EOSG), through the Strategic Planning and Monitoring Unite (EOSG/SPMU) and, on peacekeeping matters, with oversight from the USG for Peace Operations, through the Director for Coordination and Shared Services (ODCSS). The UNOCC also receives strategic oversight from a Client Board of principals from each of the client entities. UNOCC provides global situational awareness crisis and risk management, as well as facilitates cross-pillar analysis and decision-making in the UN. It is operationally positioned under the ODCSS between the Department of Political and Peacebuilding Affairs and the Department of Peace Operations.

Responsibilities Within delegated authority, the Information Systems Assistant/Administrative Assistant will be responsible for the following duties:

  • Participates in the development, programming, testing, debugging and implementation of new application systems releases, modules and functionalities.

  • Develops, tests and implements simple computer application systems and programs using UN established standards for IT technologies, programming languages and tools. Maintain databases, SharePoint and shared file storage, and web content.

  • Serves as team member in the planning, specification, design, development, implementation and support of computer application systems; independently liaises with users to define and specify requirements.

  • Serves as focal point for coordination, monitoring and expedition of computer application systems development projects, involving extensive liaison with diverse organizational units to initiate requests; prepares standard terms of reference; processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. organization of and participation in training, procurement of equipment and services, etc.

  • Provides support for deployed computer application systems including version management, data recovery and deployment to users’ offices; performs ongoing reviews with users and developers and responds to users requests. Ensure 24/7 operational readiness and provide technical support, as needed, for UNOCC's ICT and audiovisual equipment in the UNOCC and the relocation site.

  • Initiates, reviews, processes and follows-up on actions related to the administration of the unit’s human resource activities, e.g., recruitment of staff and consultants, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.

  • Oversees the maintenance of vacancy announcement files and keeps track of status of vacancy announcements and monitors staffing table and prepare relevant statistical data/charts.

  • Assist other administrative staff in the Centre and assists with operational and administrative issues in the Watch Room, as per requirements and capacity of the UNOCC’s other administrative staff.

  • Provides guidance to new/junior staff.

  • Performs other duties as assigned.

    Competencies PROFESSIONALISM

  • Familiarity with the UN's information infrastructure, hardware, software and application systems.
  • Knowledge of office software productivity tools; knowledge of databases and web structure and content management, processes and procedures generally, and specifically those related to computer application system development, implementation and user support.
  • Ability to understand workflow and document flow processes.
  • Ability to respond to changing requirements and assignments and demonstrated ability to apply good judgment in the context of assignments given.
  • Support level knowledge of Microsoft Office and Windows networking.

Education - High school diploma or equivalent is required.

Work Experience Several years of experience in information systems analysis and programming, systems administration and maintenance, software development, technical writing or related area is required.

Experience in human resources management in a large organization is desirable.

Several years of experience in information management and technical support is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official UN language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice - This position is temporary in nature and is available until 02 December 2022, with possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

  • Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

  • This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

  • Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat.   • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
