Org. Setting and Reporting This position is located in the Administrative Office of the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) and is temporarily available until 30 June 2022. The Administrative Office supports the Division in planning, implementing, and reporting the utilization of resources, and covers all aspects of administration from recruitment, procurement, IT support, and finance. The Information Technology Assistant reports directly to the Administrative Officer.

OIOS is an independent office reporting to the Secretary-General and the General Assembly. ID/OIOS investigates reports of possible violations of rules, regulations, mismanagement, misconduct, waste of resources and abuse of authority.

Responsibilities The Information Technology Assistant will be responsible for the following duties:

1. Provide IT support to ID staff:

  • Administer network accounts and Outlook email accounts for ID staff (create accounts for new staff, terminate accounts of separating staff, and first-level troubleshooting)
  • Provide technical support to ID staff and escalate to the Office of Information and Communications Technology (OICT) Help Desk, as appropriate
  • Act as the Technical Focal Point for receiving and processing OICT requests for services (Umoja access, Mobile Office, mobile phone lines, etc.)
  • Coordinate with the Vienna ID office for the maintenance and support of the the Division's case management system (GoCase)
  • Act as back-up for GoCase support
  • Provide training and support to ID staff with regard to the navigation and usage of GoCase and other systems or applications
  • Maintain the organization of the ID network drives
  • Maintain ICT equipment inventory
  • Procure and deploy software for automation of ID operations
  • Initiate obsolete equipment write-offs and return to stock, in accordance with standards set by OICT, and apply special security and confidentiality requirements specific to OIOS/ID
  • Monitor and initiate license renewal
  • Act as back-up for transcription services POs and related vendor communication
  • Act as focal point for all IT procurement-related matters

2. Participate in ICT development projects, ad-hoc working groups and meetings:

  • Contribute to the GoCase Working Group, to further develop and improve the functionalities of GoCase
  • As focal point, participate in the OIOS ICT committee meetings and coordinate the meeting outcomes with the Division
  • Liaise with OICT to discuss the latest IT matters and determine the revolving technical requirements of our respective offices
  • Is involved in the development of ICT projects of OIOS/ID
  • Assist in the budget proposal preparation, in conjunction with the Administration Unit
  • Write requirement documents, protocols and advisories for ICT matters and provide training to staff

3. Processing of forensic and evidence for ID case work:

  • Assist investigators in preparing requests for ICT services for obtaining evidence and electronic data
  • Follow-up on requests and keep track of the chains of custody and descriptions of data
  • Create forensic images of evidence hard disk drives and assist in performing the post-image analysis
  • Ensure that all forensic images are securely backed up in the tape drives
  • Assist in drafting of the forensic analysis reports
  • Ensure data consistency, accuracy, and adequate set-up for investigators to analyse data (posting in the GoCase file, install on stand-alone laptop, or send data/evidence by pouch)
  • Develop standard operating procedures (SOPs) and guidance materials for the use of forensic equipment and software programs

PHYSICAL REQUIREMENTS

  • May be required to lift, move, mount, or store equipment weighing up to 50 lbs, or up to 80 pieces of equipment on a daily basis
  • May be required to work on shift assignments on weekdays to maintain the service coverage from 0800 to 1800. Occasionally, on average once a month, the incumbent may be required to work ad hoc assignments during evenings or early mornings of working days as well as on holidays and weekends
  • May be required to visit user's premises to resolve problems on their servers or desktop PCs
  • Keeps abreast of developments in the field; performs benchmarking and proposes new acquisitions
  • Provides guidance to new/junior staff
  • Performs other duties as assigned

Education High school diploma or equivalent is required.

Work Experience A minimum of seven years of relevant experience in information systems management and analysis, including supporting and administering network and email accounts as well as providing IT systems and application support to remote clients is required.

Experience in supporting case management systems is desirable.

Experience in forensic IT, including handling evidence, respecting the chain of custody, back up, and reporting on forensic data and imaging is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This temporary position is financed by the Support Account for Peacekeeping Operations and is available until 30 June 2022, with the possibility of an extension. The appointment, or assignment, and renewal thereof are subject to the availability of the post or funds, budgetary approval, or extension of the mandate.

If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat.
