Org. Setting and Reporting This position is located in the Enterprise Solutions Service, Office of Information and Communications Technology (OICT/ESS) in Valencia, Spain. The incumbent reports to an Information Systems Officer within OICT/ESS.

Responsibilities Under the direct supervision of the Information Systems Officer and general supervision of the Enterprise Solutions Service Chief, the Information Systems Assistant will be responsible for the following duties:

•Participates in the development, programming, testing, debugging and implementation of responsive and accessible websites using Drupal. •Develops, tests and implements Drupal websites. •Serves as team member in the planning, specification, design, development, implementation and support of websites using Drupal; independently liaises with users to define and specify requirements. •Prepares technical and user documentation for deployed websites, as well as training materials and conducts technical presentations. •Maintains functional specifications for Drupal websites. •Provides support for deployed Drupal websites including version management, data recovery and deployment to users’ offices; performs ongoing reviews with users and developers and responds to users requests. •Drafts correspondence and communications, including work plan revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports. •Serves as focal point for coordination, monitoring and expedition of websites development projects, involving extensive liaison with diverse organizational units to initiate requests; prepares standard terms of reference; processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. organization of and participation in training, procurement of equipment and services, etc. •Keeps abreast of developments in the field; performs benchmarking and proposes new acquisitions. •Provides guidance to new/junior staff. •Performs other related duties as assigned.

Competencies - PROFESSIONALISM:: Knowledge of organizational information infrastructure, including hardware, software and application systems. Knowledge of relevant programming languages (PHP, JavaScript, shell script) and ability to use programming skills to develop information systems. Knowledge of system development workflow and document flow processes, ability to conduct research and gather information from a wide variety of standard and non-standard sources. Ability to respond to changing requirements and assignments, ability to apply good judgment in the context of assignments given.     Education High school diploma or equivalent is required. A first-level university degree in computer science, information technology or a relevant field is desirable.

    Work Experience A minimum of 7 years of progressively responsible experience in information systems analysis and programming, software development, and systems administration and maintenance is required. 5 years of experience with PHP/HTML/CSS/JavaScript are required. 3 years of experience with Drupal website development (theme and modules) and configuration (content type, views), are required. 2 years of experience with unit testing, git, CI/CD and DevOps, and Agile development are required. Experience with MySQL or MariaDB databases is required. Experience with REST API integration is highly desirable. Experience in developing adaptive/responsive websites using frameworks such as Bootstrap is desirable. Experience of information security (Authentication, Identity management, compliance) is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language, particularly Spanish, is an advantage.

    Assessment Qualified candidates may be assessed through a competency-based interview and / or other assessment methods.

    Special Notice Appointment against this post is on a local basis; candidates who are nationals of a European Union country or possess a valid residence and work permit in Spain are eligible for consideration. Passing the United Nations Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away from Headquarters is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat.
