Org. Setting and Reporting This position is located in the Debt Management and Financial Analysis System (DMFAS) Programme of the Debt and Development Finance Branch(DDFB) of UNCTAD’s Division on Globalization and Development Strategies (DGDS). The DMFAS Programme is a technical cooperation programme that provides technical assistance to developing countries to assist them in strengthening their capacity to manage public debt. The Programme provides debt management software (the DMFAS system), and training and advice in debt management through technical assistance projects. The position is a technical role in the Systems Management Unit of the DMFAS Programme.

Responsibilities Under the general direction of the Programme Chief, and the direct supervision of the Coordinator of the Systems Management Unit in the DMFAS Programme, the Information Systems Assistant will be responsible for the following duties:

•Participates in the development, programming, testing, debugging and implementation of the DMFAS application system releases, modules and functionalities, using Java programming language, Oracle database and related tools. •Develops, tests and implements simple computer application systems and programs using UN established standards for IT technologies, programming languages and tools. •Serves as team member in the planning, specification, design, development, implementation and support of computer application systems that are within the responsibility of the Unit; •Installs computer application systems software and hardware according to specifications; monitors computer applications systems using appropriate monitoring tools and produces monitoring reports. •Prepares technical and user documentation for deployed computer application systems, as well as training materials and conducts technical presentations. •Maintains functional specifications for computer application systems, programs and procedures developed and/or modified. •Provides first level support to the users for the software applications that are within the responsibility of the Unit; •Drafts correspondence and communications, including work plan revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports. •Serves as focal point for coordination, monitoring and expedition of computer application systems development projects, involving extensive liaison with diverse organizational units to initiate requests; prepares standard terms of reference; processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. organization of and participation in training, procurement of equipment and services, etc. •Keeps abreast of developments in the field; performs benchmarking and proposes new acquisitions. •Performs other duties as assigned.

Competencies •Professionalism: Knowledge of organizational information infrastructure, including hardware, software and application systems. Knowledge of relevant programming language(s) and ability to use programming skills to develop information systems. Knowledge of system development processes, including structured/object-oriented design, UML (Unified Modeling Language) and Java programming. Knowledge of the Oracle database management system and development language (PL/SQL), Web technology and different application servers such as Apache Tomcat, Oracle Weblogic and Jboss. Knowledge of debt management applications, such as the DMFAS system. Education High school diploma or equivalent.

Work Experience Seven years of experience in information systems analysis and programming, systems administration and maintenance, software development, technical writing or related area is required. Experience with Oracle database systems and Oracle development tools is desirable. Experience in supporting the provision of technical assistance to developing countries is an advantage

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage. .

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency based interview.

Special Notice The duration of the appointment is subject to the availability of funds. The initial duration is six months, starting as soon as possible.

Candidates should have no expectation of any fixed-term appointment possibility after the end of this temporary assignment.

If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment. Subsequent to the initial temporary appointment, new and successive temporary appointments may be granted for service in the same office or in a different office any number of times, for any duration, provided that the length of service does not exceed the period of 364 calendar days.

All new entry-level recruitment in the General Service and related categories, for positions at the GS-4/TC-3/S-2/ PIA I levels and below, irrespective of the source of funding, will only be granted Temporary Appointments . Vacancies at these levels are open to both internal and external candidates, including staff members on temporary appointments. However, priority consideration will be given to serving staff members holding Fixed-Term Appointments followed by those holding Temporary Appointments. New external candidates will only be considered when a serving staff member holding a Fixed-Term or Temporary Appointment cannot be identified. Selection of a new external candidate requires the approval of OHRM. No entry level Fixed-Term Appointments will be granted to new external candidates.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat.
