Overview

Lead project implementation for food security and resilience in Gaza and West Bank.

You have:

  • University degree in economics, statistics, agricultural economics, development economics or closely related fields
  • Seven years of experience in technical cooperation-related activities, assessments, data gathering, and analysis, preferably in emergencies and food crises
  • Working knowledge of English Language and limited knowledge of one of the other languages of the organization (French, Spanish, Arabic, Chinese, and Russian)
  • Extent and relevance of project cycle management experience, including planning, budgeting, reporting, monitoring, and coordinating project activities
  • Demonstrated analytical skills related to agriculture, food security, livelihoods, and monitoring systems, preferably in context of Oriental Near East

Organizational Setting

The 2020 Socio-Economic and Food Security Survey shows that less than half of households in Palestine were food secure in 2020, with food security conditions deteriorating between 2018 and 2020, especially in the Gaza Strip, where over 60 percent of households resulted moderately or severely food insecure. The nature of the current food and nutrition crisis in Palestine - characterized by a protracted crisis, and recurrent spikes of violence and other stressors and shocks that further deteriorate the already compromised resilience of the population - calls for a Humanitarian Development Peace (HDP) Nexus approach.

Project OSRO/GAZ/107/EC “Strengthen the resilience and food and nutrition Security of vulnerable agriculture-based livelihoods in the West Bank and the Gaza Strip through an HDP approach”, will enhance the enabling information base on shocks and stressors affecting the agro-food system to ensure that responses be timely and efficiently designed, targeted and coordinated. This will be done mainly by defining and rolling out a methodology to monitor the impact of shocks and stressors on the resilience of the agro-food system. The project will also deliver specific support to protect the resilience of most vulnerable groups such as the Bedouins. Overall the project will contribute to protecting and promoting the livelihood of communities among the most vulnerable to food and nutrition insecurity.

Reporting Lines

Under the overall supervision of the Head of Office and the direct supervision of the Head of Programme, in consultation with relevant stakeholders involved with food security and livelihood analysis in government, developmental and humanitarian coordination system.

Technical Focus

Lead a dedicated team in support to the implementation of Project OSRO/GAZ/107/EC “Strengthen the resilience and food and nutrition Security of vulnerable agriculture-based livelihoods in the West Bank and the Gaza Strip through an HDP approach”.

Tasks and responsibilities

  • Assume overall responsibility for the implementation of the project, supervising and coordinating activities and human resources, preparing progress reports, technical reports, workplan and budget revisions;
  • Ensure that a methodology to monitor the impact of shocks on the agri-food system is established, with a view at its implementation under the project, and its hand over to national institutions by the end of the project;
  • Coordinate data collection and monitor data quality, leading the design of representative surveys and promoting partnerships for data collection;
  • Collect and monitor key secondary data and contextual information to inform questionnaire design, sample frames, weights, as well as data validation and interpretation;
  • Lead data analysis (including statistical analysis and qualitative analysis) and contribute to the dissemination of results
  • Ensure the availability of data for other analytical processes, such as the HRP cycle, and participate to these processes as required;
  • Foster coordination among humanitarian and developmental actors for improved protection and resilience of agriculture-based livelihoods;
  • Identify resilience building needs of targeted vulnerable communities and defining related capacity development efforts and other support required;
  • Ensure timely delivery of in kind and technical support to targeted vulnerable communities and capacity development to MoA;
  • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in economics, statistics, agricultural economics, development economics or closely related fields
  • Seven years of experience in technical cooperation-related activities and proven knowledge and experience in assessments, data gathering, generation and analysis or monitoring and evaluation, preferably in the context of emergencies and food crises.
  • Working knowledge of English Language and limited knowledge of one of the other languages of the organization (French, Spanish, Arabic, Chinese, and Russian). For PSA.SBS the working knowledge of only one language is required.

Technical/Functional Skills

  • Extent and relevance of project cycle management experience, including planning, budgeting, reporting, monitoring , and coordinating project activities;
  • Demonstrated analytical skills and capacity to critically assess quantitative and qualitative information related to agriculture, food security, livelihoods, food systems and value chains, surveillance or monitoring systems, Damage and Losses assessments, preferably in the context of the Oriental Near East;
  • Experience in survey design, sampling, data collection including through digital data collection tools), analysis, visualization and reporting also through relevant statistical software packages (e.g SPSS , STATA and/or R) ;
  • Ability to work under pressure and adapt to an evolving and complex humanitarian context and within multidisciplinary and different cultural background teams;
  • Excellent communication skills, both verbal and written;
  • Coordination skills with strong individual planning capacity;
  • Work experience, in Oriental Near East is desirable;
