How can you make a difference?

KEY END-RESULTS

  • Establish and maintain information databases that consolidate, analyze and report/disseminate information critical to decision making.
  • Support the development and analysis of needs assessment and monitoring programmes.
  • Emergency preparedness and response, and a consistent flow of information of the humanitarian situation are effectively coordinated within the office.
  • Needs assessment is effectively conducted to determine priorities and an appropriate intervention by UNICEF based on the local emergency situation affecting children, their families and community.
  • Timely delivery to data visualization requests, including delivery of products to support advocacy and resource mobilization efforts.
  • Adopt and promote the use of global standards for information management for inter-operability.
  • Continuous, effective and strategic communication, consultation and liaison are maintained with Government, UN agencies, humanitarian clusters, NGOs, donors and allies in support of the special needs of children and women affected by emergency situations within the framework of the cluster approach and based on the Core Commitment for Children.

KEY ACCOUNTABILITIES and DUTIES & TASKS

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

Information Management

  • Maintain a database and dashboard to track core humanitarian indicators from all field offices.
  • Develop snapshots for internal and external purposes, develop maps to support UNICEF’s programming and that of our partners and build the capacity of the emergency teams field offices to collect, record, collate and analyze data.
  • Provide quality assurance of field office monthly Situation Reports. Detailed, technical feedback to be provided to field offices.
  • With IM colleagues in UNICEF clusters and partners support an IM network as part of emergency preparedness and risk informed programming.
  • Attend Federal level inter-cluster IM meetings.
  • Identification and reporting of any gaps in emergency assistance to the emergency team.
  • Maintain an archive electronically of useful tools, information, studies, publications etc.

Support the design and implementation of UNICEF’s data management strategy

  • Review humanitarian planning and programme documents identify the information and knowledge management needs in consultation with the emergency team and jointly propose innovative measures and activities to address identified needs and gaps.
  • Advise and provide technical input to design and implement data collection mechanisms and related analysis to ensure the situation of the most vulnerable children is continuously and strategically monitored.
  • Liaise with other IM’s, Emergency IM Specialists, including Cluster IM’s on technical issues and disseminate / incorporate best practices.

Data analysis and mapping

  • Provide data analysis on survey data and other data received. Use this data to support the preparation of regular reports, including the Situation Report for the Humanitarian response, donor proposals and programme analysis as needed.
  • Support the country office and field offices in the analysis of data and information and perform data quality and consistency control, ensuring harmonization of humanitarian performance monitoring with the regular programme.
  • Regularly participate in the implementation of monitoring missions as required, gathering information to be included in reports.
  • Leverage Geographic Information Systems (GIS) for map production and geographic data management while promoting data standards and harmonized management of geographic data / information.
  • Provide Information Management services to support population data management, including population estimation, information flows from established systems, and movement tracking.
  • Provide technical guidance on information and knowledge management systems to promote the use of evidence to inform policy and decision making.

Capacity building

  • Develop and implement capacity building plan around data and information management, monitoring, and innovative, creative, and effective ways of data gathering, analysis and visualization for UNICEF staff and partners as required.
  • Support and capacitate local, regional authorities to organize information, manage information, monitor and analyze.

Emergency Preparedness

  • Adopts adequate emergency preparedness measures through the development and updating of country contingency plans and establishment of early warning mechanisms, to ensure effective preparedness and response to specific emergencies.
  • Participates in the formulation and development of plans of action in preparation and response to emergencies, monitors compliance of all sectors with emergency plans of action, including financial resources. Ensures coordination of the management of emergency preparedness and response.
  • Develops and maintains databases on country information and ensure the flow of information and communication crucial for the planning and implementation of emergency preparedness and response management. Identifies availability of resources in emergency prone areas and establish logistics plans to be implemented during an emergency operation, to ensure a timely and effective emergency response.

Emergency Response

  • Participates and assists with assessment of local emergency and security situation affecting children and mothers in the locality, in conjunction with the Regional Office, the HQ Divisions, and field staff. Visits the location to conduct an initial rough assessment of the magnitude of the crisis and its implications for children and its impact on the community. Establishes contact with community groups, government, UN agencies, media and other partners to keep abreast of emergency situations.

Specific Technical Knowledge Required for the post

  • Applying Technical Expertise
  • UNICEF policies and strategy to address on national and international emergency issues, particularly relating to conflicts, natural disasters, and recovery.
  • Knowledge of global humanitarian issues, specifically relating to children and women, and the current UNCEF position and approaches.
  • Knowledge of UN humanitarian reform principles, international humanitarian laws.

  • The UNICEF mission statement; UNICEF Board policy papers and decisions.
  • The Core Commitments for Children in Emergencies.
  • The Convention on the Rights of the Child; Convention on the Elimination of All forms of Discrimination against Women.

  • UNICEF Program Manuals, policy guidelines, ExDirs, PROs; Country Programme documentation.
  • UNICEF personnel, financial, supply and administrative rules, regulations and manuals.
  • National development plans and policies; Guidelines and manuals from NGO/donor partners.
  • Annual work plan.
  • UNDAF; The UN Humanitarian Reform; IASC documents, guidelines and materials on UN Humanitarian Reform and the cluster approach.
  • Information & Communications Technology literacy, including skills and knowledge of office system applications, LAN, internet navigation, telecommunications, and data analysis.

Technical Knowledge to be Acquired/Enhanced for the post

  • UN security operations and guidelines.
  • Knowledge of local conditions and country legislation relevant to UNICEF programmes.
  • Knowledge of the latest developments and trends in emergency preparedness and response management related fields.
  • UN policies and strategy to address international humanitarian/emergency issues and response.

To qualify as an advocate for every child you will have…

  • An advanced university degree in the relevant field of MSC in computer science or related field such as information systems, information and communication technology, library, or geographic sciences, or engineering highly desirable. Education in other areas will be considered with proven and relevant professional work experience.
  • Five years of relevant professional experience, in the field of data and information management systems and data analysis.
  • Knowledge and experience in using Adobe and ArcGIS are highly desirable.
  • Proven technical experience in development and use of innovative technology, particularly in the areas of data, humanitarian performance monitoring, use of mobiles and open source, and training in the related field is highly desirable.
  • Proven professional experience is considered an asset.
  • Fluency in English and a local working language of the duty station is required; a second UN language an asset
