Office/Unit/Project Description

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office (CO) levels, and forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. Within the GPN, the Crisis Bureau (CB) guides UNDP’s corporate crisis-related strategies and vision for crisis prevention, response and recovery, and leads corporate support in response to crisis. To fulfil its mandate, the CB is committed to investing in developing reliable capacities that can be rapidly deployed to COs.

Within the CB, support to country operations is coordinated by the Country Support Management Team (CSMT) in close collaboration with other teams within the GPN. The overall goal of the CSMT is to ensure strong, coherent and coordinated support to COs as it relates to crisis and fragility within the full spectrum of the GPN’s service offer. The CSMT steers the effective interaction of GPN Teams, Regional Bureau/Regional Hub and CO counterparts for integrated country support. It ensures that UNDP corporate support is provided before, during and after crises. It also supports and coordinates the GPN crisis response capacity and takes the lead in a UNDP-wide approach to strengthen UNDP capacity in preventing, preparing for, responding to and recovering from crises.

Crisis Academy is the new backbone connecting learning journeys across thematic areas facilitated by CB to confront the complexity of crisis with collective intelligence to protect development gains. With the objective of building on and strengthening a network of 800+ crisis professionals, Crisis Academy creates learning journeys across thematic areas to provide co-created learning, facilitated networking, and strategic action. Infrastructure Academy and SURGE Data Hub are two of the six thematic academies operating under the umbrella of the Crisis Academy. The former focuses on peer-to-peer networking, knowledge exchange, and learning opportunities for hundreds of infrastructure professionals working on high-impact projects around the world. The latter provides technical and capacity-building support to UNDP COs and partners on implementing digital crisis assessments to support governments in identifying appropriate measures to mitigate crisis impacts and support early recovery. The two assessment toolkits are described below.

  • The Household and Building Damage Assessment (HBDA) was developed with the support of IMPACT Initiatives to facilitate the assessment of buildings, households, and infrastructure affected by crises. It allows prompt collection of georeferenced data on damages to inform government prioritization for recovery planning. Considering pilot testing results from the Caribbean and Europe, UNDP and Impact Initiatives enhanced the toolkit to serve in diverse crisis settings.
  • The Digital Socio-Economic Impact Assessment (SEIA) was developed by adapting the HBDA toolkit to respond to the rapid spread of the COVID-19 worldwide. Its main objective is to assess the socio-economic impact of the pandemic on both households and micro, small, and medium enterprises (SMEs).
  • Institutional Arrangement
  • The Information Management Specialist will report to the Digital Assessment Specialist/ Project Manager in the Country Support Management Team (CSMT), Crisis Bureau, UNDP HQ.

    Travel

UNDP will cover the cost of travel of the individual to/from the duty station(s), and travel required in the fulfilment of the Terms of Reference.

Duties and Responsibilities

Scope of Work

The Information Management Specialist will coordinate the work of the Infrastructure Academy and provide technical assessment support to UNDP COs as part of the SURGE Data Hub.

The Information Management Specialist will be responsible for the effective and efficient functioning of day-to-day activities of the Infrastructure Academy, coordinating the delivery and development of the training material, and facilitating the engagement of the participants on the digital campus. Specific activities include liaising with infrastructure experts on their involvement with the Academy; ensuring clear communication of learning objectives and design to the facilitators; organizing and facilitating events to keep members abreast of new developments in infrastructure; and ensuring lessons learned are mainstreamed in subsequent trainings, among others.

The Information Management Specialist will design and implement crisis assessments and provide expert advice on integrating digital solutions into UNDP crisis response and recovery efforts in close collaboration with Regional Hubs/Bureaus and COs. Specific activities include the design of mobile data collection tools and information management solutions for rapid needs assessments using KoBo Toolbox; the management, analysis, and visualization of the primary data collected using Microsoft Power BI and ArcMap/QGIS; and the development and delivery of capacity-building support for UNDP staff, governmental counterparts, and partners.

The Information Management Specialist will produce technical notes and briefs related to the work of both Infrastructure Academy and SURGE Data Hub for the use of CSMT and CB and, when relevant, for UNDP internal partners (e.g. CB technical and policy teams, BPPS teams, Accelerator Labs, CDO team, etc.) as well as UNDP external partners.

The Information Management Specialist will engage in the following tasks:

  • Provide dedicated technical support on designing and implementing crisis assessments including HBDAs, SEIAs, and early recovery needs assessments;
  • Lead, when required, field deployment of a digital assessment team;
  • Provide capacity-building support related to digital assessments, including enumerator training, to UNDP COs, their governmental counterparts, and implementing partners;
  • Manage day-to-day activities of the Infrastructure Academy and the roll out of the learning modules;
  • Provide technical support to the development of and review the training materials for the Infrastructure Academy;
  • Facilitate and co-deliver the Infrastructure Academy training modules;
  • Facilitate the engagement of the online community on Microsoft Teams around infrastructure in crisis settings;
  • Take part in inter-agency assessment working groups during emergency response, including UN OCHA's Assessment and Analysis Cell;
  • Ensure technical standardization (e.g., promotion of Common Operational Datasets (CODs) and data standards), including evaluation of UID logic and any potential linkages to pre-existing infrastructure data;
  • Monitor quality of data collected, perform data cleaning activities, log any changes to the dataset on the cleaning log, and ensure regular updates on data quality;
  • Generate data visualization products, including dashboards, infographics, and maps, especially using Microsoft Power BI;
  • Perform GIS/satellite imagery analysis using ArcMap/QGIS, identify map information needs, ensure accurate linkages between spatial databases and assessment data, and produce GIS-based information products;
  • Support the development of communication materials, including blog posts and social media posts, with the objective of highlighting the digital assessment experience of UNDP COs;
  • Any other tasks as required by the CSMT at the Crisis Bureau.

The assignment might require field missions to assist UNDP country offices and/or counterparts.

  • Advanced university degree (master’s degree or equivalent) on Information Technology, Geography/GIS or related disciplines.
