The Horn of Africa is experiencing one of its worst droughts in recent history, with 12-14 million people severely food insecure in Ethiopia, Kenya and Somalia. Somalia has been hardest hit: almost 90 percent of the country’s districts are experiencing drought (66 out of 74). Three consecutive seasons of failed rains, combined with the ongoing conflict in many parts of Somalia, have taken a heavy toll on families in Somalia. By early 2022, most parts of the country were experiencing severe drought conditions, with water shortages and loss of livestock displacing hundreds of thousands of families as they search for food and safe water. The impacts of drought and protracted conflict and insecurity coupled with very high staple food prices have led to rapid deterioration in the severity of food insecurity in Somalia in early 2022 and significant levels of drought-related displacement. Political tensions related to the slow progress of parliamentary elections and the long-delayed presidential election have led to violence between factions of Somalia’s security forces and an uptick in civil unrest.

How can you make a difference?

The Information Specialist is a core Cluster Coordination team member. The purpose of this post is to manage the collection, analysis and sharing of information that is important for the Cluster participants to make informed, evidence based, strategic decisions.

The cluster approach ensures clear leadership, predictability and accountability in international responses to humanitarian emergencies by clarifying the division of labour among organizations and better defining their roles and responsibilities within the different sectors of the response.

It aims to make the international humanitarian community better organised and more accountable and professional, so that it can be a better partner for the affected people, host governments, local authorities, local civil society and resourcing partners.

A well-run cluster including Information Management is a formal deliverable of the Cluster Lead Agency and forms a part of UNICEF’s work.

Summary of key functions/accountabilities:

The post holder leads building and managing Education Cluster and Child Protection AoR Information Management Systems and related responsibilities. The post holder is accountable to the Cluster Coordinator, cluster participants, information management team members and inter-cluster coordination bodies.

Core Information Management Tasks

  • Respond to the Cluster participants’ needs for information
  • Maintain monthly reporting from Cluster participants, including 5Ws (‘Who does What, Where, When and for Whom?’ databases)
  • The post holder will ensure that there is effective communication, reporting, and engagement between the national, state, and regional coordination structures.
  • Adapt existing in-country information management approaches for collecting, analyzing, and reporting Cluster activities and resources, and identifying information gaps
  • Development of hight quality data visualisation products, including maps, graphs and visual data narrations based on analysis
  • Establish and maintain information databases that consolidate, analyze and report/disseminate information critical to decision making
  • Support the estimation of needs and targets, spatial and temporal gaps, overlaps and coverage of Cluster activities and projects.
  • Work with Cluster/ participants to identify information gaps at national and sub-national levels and propose ways to bridge those gaps
  • Work together with OCHA to develop appropriate supportive strategies for the overall response
  • Use Geographic Information Systems (GIS) for data analysis, visualization, and management
  • Lead on the preparation of SitRep inputs with emphasis on Cluster plans, targets and achievements

Needs Assessments and analysis

  • Lead the information management aspects of assessments and monitoring, including supporting the development and analysis of Joint Education Needs Assessments and related partner training
  • Provide information management leadership for the Humanitarian Needs Overview process, including the establishment of cluster People in Need (PiN) calculations.
  • Provide information management leadership for development of the Humanitarian Response Plan, including the establishment of education partner target figures.
  • Support Education Cannot Wait MYRP programme development by providing data and analysis to establish needs
  • Support the technical development and analysis of child protection situation monitoring tools and visualisation

Knowledge Management

  • Manage flows of information and dissemination in an appropriate way, including contact list and website management
  • Use data engineering tools to develop both automated and interactive knowledge management tools
  • Manage an inventory of relevant documents, standards, and information products on the humanitarian situation, including the development of an external facing document repository, accessible for all partners

Capacity building

  • Provide capacity building for the national education cluster IMO to ensure long term sustainability of Education Cluster information management system
  • Adopt and promote the use of global standards for information management for inter-operability
  • Develop and strengthen information management capacity through the trainings for partners on the use of 5W reporting
  • Support and capacitate local and regional national education authorities in data collection and information management

To qualify as an advocate for every child you will have…

Qualifications

  • University degree, preferably at an advanced level, in a subject area relevant to information management
  • Formal training in cluster information management an advantage

Experience

  • At least five to eight years of progressively responsible humanitarian work experience with UN and/or NGO’s including information management in the first phase of a major emergency response relevant to the cluster
  • Extensive work experience outside the humanitarian sector which is relevant to this post may be considered as a replacement for humanitarian experience.

Language Proficiency

  • Fluency in English and a second UN language; Local working language of the duty station an asset.

Cluster specific technical competencies

  • Understands key technical issues for the cluster sufficiently well enough to be able to: engage with cluster participants; understand their cluster-specific information management needs including needs analysis, targeting and monitoring
  • Proven technical expertise for managing data capture and storage, for analysing diverse datasets, and presenting information in understandable tables, charts, graphs and reports
  • Proven technical experience in visualization, including Tableau and Illustrator
  • Proven technical experience in using data engineering technologies using SQL, Python, ODK, Power Bi and other cloud-based progrms to develop data pipelines and systems for high-end monitoring and reporting tools and interactive real time data visualization.
  • Knowledge of establishing and managing websites (e.g. UNOCHA’s Humanitarian Response platform)
  • Proven skills in GIS and in using map-making packages
  • Skills in web design and software development are considered an asset
