How can you make a difference?

Smart demand, supply and use of data and information drives better results for children especially when the right data and information are in the right hands at the right time as this leads to decisions that are better informed, more equitable and more likely to protect children’s rights. This post focuses on use of data and information (both quantitative and qualitative). The primary function of this post is to connect analytics, monitoring and learning to support evidence-based advocacy, conduct visualizations as well as to be a knowledge broker and support improved results for children. This post provides leadership, oversight and technical capacity for the responsible analysis and use of data and information within UNICEF as well as with its partners. It includes technical support to Country Offices and country partners in their own data and information analysis work to inform policy changes. The incumbent will provide guidance on data and information analysis and contribute to strengthen statistical and strategic analytical evidence on childhood issues in SAR for UNICEF programming and advocacy, and to the generation of data, analysis and public knowledge on child wellbeing and poverty and to monitor and assess progress in achieving SDGs for children, and other thematic areas. This function is carried out in collaboration with main institutional partners, national governments, and other organizations with expertise in this area. This post also fulfils a coordination function among the network of knowledge management (KM) staff and focal points in ROSA and COs.

Key functions, accountabilities and related duties or tasks include:

Data and information analysis

  • Support the analysis of data and information on the situation of children, including in humanitarian situations, and the transformation of them into insight to inform management and programme teams for evidence-based policy advice and programmatic action.
  • Provide technical support to ROSA, COs, Governments and partners on data and information analysis, by sector, across sectors and related to emerging issues for children.
  • Provide support to the development of visualization products including maps, dashboards, infographic as well as financial/resource analyses that present information in a way that is easily understood by decision makers.

Use of real-time data and advocacy

  • Support the use of real-time data for advocacy, decision making and programmatic action including in humanitarian situations. This includes exploring the use of new data sources, mainly from the private sector, and embracing modern technologies for data and information analysis and visualization.
  • Collaborate closely with ROSA sections as well as the Communication and Advocacy Team particularly around supporting evidence-based policy advocacy efforts.

Data science

  • Lead on the data science work including development of and utilization of data frameworks and tools to make use of big data sources. These sources include mobile phone data, remote sensing data, social media data, etc.
  • Provide technical assistance to ROSA, COs and partners in the region in the areas related to data science.

Data responsiveness to emergencies

  • Provide technical assistance to strengthen national and sub-national statistical and data systems that have “flex”, including baseline investments needed to strengthen responsiveness to emergencies.
  • Responsible to strengthen information management functions within ROSA and COs for data sharing, adherence to standards, coherence and relevance.
  • Lead on strengthening and incorporating HPM, TPM, multisectoral needs assessments/RNA including data “wrangling” i.e. transforming data into a form that can be geo-coded and mapped as well as being up-to-date during humanitarian situations. Support the integration of data and information with GIS for a coordinated emergency response which improves the capacity of stakeholders in analysis and decision-making through strengthened information/data processing, interpretation and discussion within UNICEF and beyond.

Knowledge management

  • Coordinate the network of knowledge management staff and focal points in ROSA and COs to identify, document and disseminate best practices as well as lessons learned to internal and external audiences.
  • Serve as ROSA focal point for implementation of the Knowledge@UNICEF (formerly ShareX) as the system for effective knowledge sharing for both internal and external audiences.

To qualify as an advocate for every child you will have…

Education: An advanced university degree (Master’s or higher) in statistics, data science, demography, or in a related field that includes strong quantitative training and experience.

Experience: A minimum of 8 years of relevant professional experience at the national and international levels in data analysis, data science, data harnessing, measurement, methodological development and other areas of applied statistics, data interpretation and use in sectors of concern to UNICEF.

  • Experience in technical cooperation work with lower and middle-income countries in these areas
  • Familiarity with the use and limitations of data collection methods, including large-scale household surveys, administrative data systems and programme monitoring systems
  • Working experience in knowledge management and the ability to data and information into a narrative is an asset
  • Developing country work experience and/or familiarity with emergency is considered an asset
  • Good analytical and evidence synthesis skills
  • Excellent verbal and written communication skills especially in communicating complex information and concepts to non-specialist audiences
  • Experience in data visualizations and tools an asset
  • Proven ability to work with a range of stakeholders (development and humanitarian)
  • Proven ability to work under tight deadlines and drive for results

Language: Fluency in English required. Knowledge of another UN language an asset.
