The situation in Afghanistan remains exceptionally complex, with a protracted emergency situation, characterized by recurrent natural disasters, an increased number of people living in poverty, continued internal displacement, unprecedented levels of food insecurity, drought, AWD outbreak, further compounded by the COVID-19 pandemic. This complexity has greatly impacted the situation of children and women in the country. The withdrawal of United States military forces from Afghanistan in August 2021 and the establishment of a de-facto government by the Taliban has exacerbated the complexity and uncertainty of the situation. UNICEF is required to rapidly adapt our ways of working to address the multiple operational constraints present in the highly volatile and unpredictable context.

How can you make a difference?

Under the overall guidance of the supervisor, the Information Management Specialist will achieve the following key results:

Development of Child Protection Information Management Systems Primero (CPIMS+) and data collection, compilation, and analysis - Support the development and revision of UNICEF and Inter-Agency Information Management (IM) tools and surveys. - Represent UNICEF-led cluster in Inter-Agency Information Management discussions, including for data collection, quality assurance and clearances prior to dissemination

Ensure consistency in data collection across sections using data sources, such as the 5W matrix, Activity Info, and sector data collection.

Support UNICEF-led cluster gap analyses in accordance with official data sources, including information disaggregated by age, sex and vulnerable groups.

Data visualization - Provide clear and concise data visualization products (e.g. maps, dashboards, info-graphics and financial/resource analyses) to UNICEF-led cluster managers and partners. - Perform mapping exercises through 5W matrices, needs and gaps analyses, online mapping, and services and infrastructure. - Respond to data visualization requests, including delivery of products to support advocacy and resource mobilization efforts.

Information exchange and dissemination - Support the development of effective methods and platforms to standardize and share information. - Develop and maintain catalogues of IM and data products, including maps and assessments. - Collaborate with OCHA and other IM/Geographic Information System (GIS) Focal Points in Afghanistan and hubs on the exchange of information to inform UNICEF-led cluster's response and preparedness decisions. - Provide guidance to Regional UNICEF-led clusters on the most effective uses of IM to build the capacity of information managers. - Conduct IM/GIS support missions to different Field Offices.

Coordinate the IM function - Provide technical leadership to UNICEF-led cluster by supporting the cluster coordinator and cluster members in the five regions with day-to-day work. – Collaborate and capacitate section/cluster Information Management Officers (IMOs) in technical areas where needs are identified. - Hold coordination meetings with UNICEF section/cluster IMOs on a regular basis to ensure consistent and effective data management.

To qualify as an advocate for every child you will have…

  • Advanced university degree preferably in a relevant field such as geographic sciences, humanitarian affairs, political science, Information Technology, Information Systems, computer science, Engineering, or Communications.
  • Minimum of five years of professional work experience at national and international levels.
  • Strong knowledge of data processing and visualization programs such as Excel, SPSS, ArGIS, QGIS, Power BI, Tableau.
  • Good written and oral presentation skills.
  • Background/familiarity with emergency situations and protection cluster considered an asset
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Eligible UNICEF International Professional (IP) Staff Members on fixed-term, continuing or permanent contracts applying to a Temporary Appointment, which is dedicated to L3 (or L2) Response, may be able to retain a lien and their fixed-term entitlements. The conditions of the temporary assignment will vary depending on the status of their post and their current tour of duty, and relocation entitlements may be limited as per the relevant policies.
