This UNV assignment is a part of the UNDP Angola’s Inclusive Growth and Sustainable Development Portfolio. The COVID-19 pandemic has slowed down the global economy and prolonged the economic contraction in Angola. Informal employment has risen during the pandemic and accounts for nearly 8 out of 10 jobs. Widespread informality is often associated with poor coverage under social protection, low financial inclusion, and lack of decent jobs, among others. The Angolan Government has responded to these challenges by adopting a response plan to COVID-19 and launching the Program for the Reconversion of Informal Economy (PREI), led by the Ministry of Economy and Planning (MEP) to promote a transition strategy from the informal to the formal economy.

The project aims to foster an inclusive transition from the informal economy to achieve an increased formalization of informal workers to enhance access to social services, credit, and business development services. This will require strengthening the domestic technical capacities, including the design of a campaign to promote the formalization, capacity-building support to the local services in the informal markets, and analysis of the informal economy. The formalization campaign will require to organize and deliver the training to the local support services – known as Servicos de Proximidade − that will be in direct contact with the informal workers. Local teams will be set up formed by local coordinators, trainers, and field staff from the Servicos de Proximidade. The formalization process will be initially targeted at women and men working in the markets, mainly as ownaccount workers in the commerce sector. It will then be extended to other sectors and modalities of contract, based on the feedback obtained from a social dialogue with the representative of informal workers.

Within the delegated authority and under the supervision of Head of Inclusive Growth and Sustainable Development , the UN Volunteer will:

• Assist together with, UNDP, MEP and ICT firm team, design and prepare the regular PREI reports; • Assess the local software and hardware market (type of database products, type of programming languages, availability of software development firms and/or local hardware and software support services) in order to develop and introduce social media artificial intelligence in collaboration with local ICT firm; • Introduce an integrated web-based MIS system for all levels of PREI project stakeholders including project implementing partner and donors; • Review and validate the consistency and accuracy of PREI data; discuss with MEP and IPs the findings and propose corrections, adjustments and/or improvements; • Dissemination of data for analysis and reporting against PREI indicators and activities, for information flow to keep critical data up-to-date, and assist in the development of various MIS forms for data collection and analysis as required; • Prepare reports by using existing MIS data, develop and prepare the required documents using a friendly report generator; assist in analysis and reporting in order to provide a precise picture of the humanitarian situation, recovery and resilience; • Generate statistical reports, graphs, maps, infographics, and follow up on trends of specific indicators on monthly basis; • Perform any other relevant duties as assigned by the supervisor;

information management and needs assessment; • At least 2 years of international experience in designing and implementing corporate level information management solutions; • Previous experience in areas of information management, need assessments, capacity development and project implementation is must; • Previous experience in implementing complex information management programmes/projects in collaboration with partners, including government officials, development actors, NGOs, academia, and private sector; • Good knowledge of the Angolan context and the Africa Sub Sahara region is an asset.

The incumbent will be based in Luanda, Angola. He/she will be provided with the applicable allowances. Accommodation in Angola is still relatively expensive, although costs have significantly come down during the last few years. The climate is hot during the summer months (October to April ) but pleasant from May to September winter. Rainfall is low. Travelers to Angola are advised on their arrival to receive a security briefing. A yellow fever vaccination card must be presented for applying for the visa and upon arrival.
