Organizational Setting

The Sub-regional Resilience Team for Eastern Africa (RTEA), based in Nairobi, and in close coordination with Intergovernmental Authority on Development (IGAD), is providing strategic, programmatic and technical guidance to FAO and member country programmes on the resilience agenda. Recognizing its complementary function to enhance country-level efforts in the resilience agenda, the sub-regional resilience team contributes to increasing the resilience of livelihoods to threats and crises in Eastern Africa through the achievement of the following four outcomes:

• Outcome 1: Countries adopted or implemented legal, policy and institutional systems and frameworks for risk reduction and crisis management; • Outcome 2: Countries made use of regular information and early warning against potential, known and emerging threats; • Outcome 3: Countries reduced risk and vulnerability at household and community level; and • Outcome 4: Countries prepared for and managed effective responses to disasters and crises.

Reporting Lines

The Information Management Specialist reports to the Preparedness and Response Officer, under the overall guidance of FAO Representative in Kenya.

Key Results: Effective support to RTEA in the management, maintenance and improvement of the desert locust dashboard.

Tasks and responsibilities

Under the guidance of the Resilience Team Leader for Eastern Africa and the direct supervision of the Early Warning for Early Action, Preparedness and Response Officer the Information Management Specialist shall:

- Regularly collect and share implementation data to maximize the internal exchange of information and contribute to programme planning, implementation and reporting; - Compile, analyse and disseminate FAO information products for internal and external audiences (e.g. dashboard, reports, briefs, charts, infographics, response highlights, advocacy materials); - Represent FAO in relevant Information Management forums and collaborate with partners to improve the consistency and timeliness of information disseminated (only for Consultants); - Respond to various inquiries and information and data requests internally and externally; - Perform other related duties, as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Information Management or related fields • Minimum of 5 years of relevant experience in management of food security information, establishment and maintenance of project/programme dashboards • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian for Consultants. For PSA.SBS working knowledge of English.

Technical/Functional Skills

• Experience with one or more of the following disciplines: GIS, remote sensing, information systems development and management, early warning tools for livestock and/or food security; • Familiarity in HTML and principles of internet web design and maintenance; • Understanding of FAO policies, programmes and tools is considered a strong asset, in particular relating to PLEWS, AFBS PET, and/or early warning early action. • Ability to analyze data, synthesize complex technical information, and communicate it clearly and concisely through written technical reports; • Ability to present information and data in understandable tables and graphs; • Strong oral communications skills; • Excellent strategic visioning, creative thinking and problem solving skills; • High level of integrity and accountability, commitment, and flexible approaches to work; • Ability to work under pressure and within multidisciplinary teams of different cultural backgrounds • Expertise in map compilation using ArcGIS, or other GIS based software • Expertise in using mobile platforms in data collection and dissemination
