The Ukraine Crisis Response - Information Management & Reporting Coordinator is responsible to ensure that information/data required to support Ukraine Crisis response is collected, analysed, and disseminated to all stakeholders. He or she will provide support to Information Management manager to equipping the leadership team in making timely, evidence-based decisions as well as support multiple other departments in the tracking, monitoring, and reporting of 5W impact data of interconnected humanitarian responses in Ukraine, Romania, Moldova, and Georgia.

The role is responsible for supporting and coordinating the development of robust and secure systems to capture, process, disseminate and archive programmatic data, ensuring program information supports evidence generation, donor engagement, and effective project, program, and strategic decision-making. The position hold will do this through developing data flow maps, dashboards (in PowerBI), data mapping, data collection, validation, and analysis tools.

The role is part of the Information Management and Reporting unit under the wider Programme Development and Quality Department and coordinates across WV's Ukraine Crisis Response and with our local partners to ensure standards on data security and beneficiary data rights are met.

The position demands regular consultation with and reporting to other departments in the response office, especially, Monitoring and Evaluation team, Data Protection, operational and technical sector specialists. Strong candidates for this position can focus on consuming the multitude of incoming information in a humanitarian context – analysing this data, synthesizing, and reporting it in a usable format for response leadership. The Information Management and Reporting Coordinator supervises two positions including Data Management Officer and Information Management Officer all based Ukraine.

For the Ukraine Crisis Response, these key deliverables are required:

  • Data Analytics and Visualization
  • Document Storage (centralized system in place)
  • Reflection of Impacts (contextual, on beneficiaries, and other project-specific factors)
  • Reflection of Funding (including internal and external funding sources)
  • Response Information Management System (Inclusive of internal and external information)
  • Functional knowledge Management structure for better collaboration and smooth flow of information

MAJOR RESPONSIBILITIES:

Information System & Knowledge Management

  • Implement and coordinate efficient and optimal WV Ukraine Crisis Response information and data flows through an appropriate, coherent, and high-performance management system.
  • Coordinate and direct traffic in the Response Information Management system (HUB) to meet response needs and be a ‘one-stop shop’ for latest response information. This includes: -
    • Monthly/Bi-Monthly Sit Rep development
    • MS Teams stewardship
    • WV relief response portal updating, among others as needed by the response and Partnership.
  • Develop a clear information management and reporting flow chart and schedule for UCR WV staff, especially with operations and sector teams.
  • Manage and support the critical IM functions as needed, including mailing list administration, IMR webinar facilitation, MS team’s administration and response document repository structure.
  • Maintain an organized and chronological information management system, which is easy to access at any time according to EU retention policy.
  • Implement the evaluation of the functionality of WVUCR-IMR systems to ensure that every system is still significant and relevant to various users.
  • Plan Information Management and Reporting activities and coordinate their implementation in coordination with World Vision teams and partners.
  • Regularly share relevant resources and information from UNHCR, UNOCHA, Relief web and other related agencies to inform response design, program management, operational improvement, and opportunity for learning

Data Management, Reporting & Data Analysis:

  • Provide support to the IMR lead on coordination, collection, validation, and analysis of data on.
    • Quantitative and qualitative response achievements
    • Funding Matrix reconciliation {expected vs Awarded}
    • Streamlining, validating and consolidation of the multi-country monthly SitRep
  • Provide individual focus country support in use of data reporting system, including one-on-one support and orientation.
  • Conduct on the routine data quality Assessments and report any data quality issues to the IMR Manager.
  • Implement as guided by the IMR Manager the change management processes of the WV UCR dashboards-based on the different stakeholders' feedback to streamline the IMR processes.
  • Support and work with MEAL team in the development and maintenance of projects indicator tracking tables (ITTs) and data mapping for each grant.
  • Provide technical support in developing reporting templates for partners, PowerBI dashboard or reports for the response and ensuring that data are up to date.
  • Liaise with Field Office’s (FO) reporting focal points, Finance team, MEAL, and communication team for timely, precise, and complete reports of high data quality.
  • Develop interactive maps to explain the context or monitoring of activities, support decision-making, and illustrate reports.
  • Share information (including analysis) with internal and external stakeholders on a regular basis to meet their information requirements.
  • When requested, compile and analyse internal and external data to support the development of the strategy in a humanitarian response

Capacity Building, Coordination & Collaboration

  • Support IMR Manager to conduct IMR capacity building assessments and undertake training/orientation in (English and Ukrainian) on Information Management and Reporting to UCR staff and partners.
  • Initiate and integrate innovative and cutting-edge IMR practices within the WV Ukraine Crisis Response
  • Collaborate with the data protection unit to ensure UCR information Management data practices adhere to WV and international data protection standards.
  • Actively participate in the Information Management working groups, wherever it is active in a country of operation or in the response and the Global Humanitarian Information Management Officer Centre of Competence.
  • Supervision and mentorship of the Data Management Officer and Information Management Officer roles under his/her position.

Data protection and ethical use of data

  • Implement the development of data protection policy, ensuring ethical use of data and beneficiary data rights.
  • As guided by the IMR Manager, roll -out plans for data protection policy to support compliance within WV and with partners.
  • Promote responsible data management culture and practices with partner organisations and World Vision project staff. This includes promoting data management practices that are compliant with the European Union Law on Protection of Personal Data, data protection policies, and the data protection annexes in the sub-grant agreements.
  • Support and coordinate the security and archiving of all programmatic data generated by the projects, MEAL, programs, and the other technical units.

KNOWLEDGE AND QUALIFICATIONS FOR THE ROLE:

  • With proven experience in translating client information management needs into efficient and relevant information management, information knowledge, and communications structures
  • Strong knowledge of at least two or more tabular data visualization / dashboard software, e.g., Power Bi, Tableau, R.
  • Strong data analysis skills and advance excel skills, PowerPivot, PowerBI, and any other database related platform.

  • The holder of this position must have a minimum of bachelor’s degree in information systems, Mathematics, Statistics, Economics, Development Studies, International Relations, Communications, or any other related course.

  • Strong IT technical proficiency especially of Microsoft Office and BOX.
  • Knowledge of geographic (GIS) data, its analytical procedures, and software is a plus

  • Multi-tasking skills and ability to work and deliver under pressure.

  • Strong interpersonal skills. Ability to influence and work across culturally diverse teams.
  • Ability to work under minimum supervision.

  • Analytical and problem-solving skills.

  • Strong communicator, both written and verbal. Ability to interact well face-to-face (in-person) and virtually.
  • Strong organisational and project management skills including attention to detail.

  • Knowledge and experience in international humanitarian or development work especially emergency responses, food assistance or cash and voucher programming.

  • Certified LMMS/Information Management Systems user is a plus.
