Org. Setting and Reporting This position is located in the Communications and Results Reporting branch of the United Nations Development Coordination Office (UNDCO) Headquarters in New York. The incumbent will be under the direct supervision of the Chief of the Communications and Results Reporting Section.

In its resolution A/RES/72/279 (https://undocs.org/A/RES/72/279), the United Nations General Assembly endorsed the transformation of DCO as a stand-alone coordination office within the United Nations Secretariat. The new DCO assumes managerial and oversight functions of the Resident Coordinator System (RCS) under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG).

Responsibilities Within delegated authority, the Information management/policy and data officer will be responsible for the following duties:

  • Engages UNCTs, UNSDG and other UN entities at global and regional level on the Cooperation Framework’s Joint Workplans (JWP) development and supports systems development requirements and work by external users of UN INFO, an online tool for planning, reporting and monitoring UNSDCF.
  • Provides advisory, technical and project management support relating to UNINFO use and roll out to all users (including interoperability with other platforms and data initiatives) to include: needs and business process analysis; organization, maintenance, preservation and disposition of UNINFO data; use of data standards and information management policies and procedures.
  • Develops detailed system and other functional specifications and standards from the humanitarian user perspective, and user documentation for new features and/or system improvements.
  • Perform UN INFO online training sessions, technical walkthroughs and additional follow up support;
  • Perform duties as the Cooperation Framework product owner with the UN INFO reverse engineering in further software development and deployment. Tests functionality, reports bugs and suggests improvements in the UNSDCF module and the UNSDG Data Portal;
  • Engage as a key member of DCO’s Knowledge, Innovation and Data (KID) Team, the cross-DCO coordination mechanism that collaborates to deliver products, propose new policy and support senior management engage partners on all KID related matters;
  • Perform exploratory data analysis of UNDCO systems including UN INFO, Information Management System and external data sources;
  • Participates in improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation and in the evaluation and testing of application improvements and new systems;
  • Assists in programme administration, including provision of assistance to or supervision of contractual employees, formulation of consultant and institutional contracts and subsequent implementation, development of the programme budget, etc.
  • Develop and improve training materials including guidance documentation, FAQs and video walkthroughs;
  • Monitor Service Desk tickets and liaise with UNINFO’s software developers to ensure timely resolution of technical issues;
  • Performs data quality assurance at the country and global level, ensuring public dashboards and reports reflect accurate information;

    Education Advanced university degree (Master’s degree or equivalent) in public policy, statistics, information technology, business administration, international development, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five years of progressively responsible experience in public policy, statistics, information technology, business administration, data, monitoring and evaluation, management, economics or a related field is required.

    Experience with tools and techniques utilized to manage and analyze development coordination data for international organizations comparable to the United Nations is required.

    Experience providing support to field components of international organizations comparable to the United Nations is desirable.

    At least five years of experience in policy and management/engagement with results-monitoring data systems is desirable.

    Experience with the UNSDG UN INFO platform is desirable.

    Experience in a multicultural team working across multiple time zones is desirable.

    Experience in the United Nations system or a comparable international organization is desirable.

    Experience in a UN country team setting is desirable.

    Experience with inter-agency or inter-organizational work in the humanitarian or development sector is desirable.

    Languages English and French are the two working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
