How can you make a difference?

This position will work under the supervision of the WASH Officer (Cluster Coordinator) and respond to cluster needs for data and information. He/She will be responsible to manage the collection, analysis and sharing of WASH-related information with the relevant actors, including UNICEF, HCT, local authorities and cluster partners to support them in decision making, planning, design, implementation and monitoring of the required WASH response. The IMO will also manage the data collection, analysis and presentation of the Cluster led mechanism for WASH Incidents monitoring and reporting.

Major tasks to be completed:

Data Gathering, Tools and Process

  • Update and improve Wash Cluster information tools, database, Dashboard, Website, contact list and records on regular basis.
  • Lead and support the coordination, planning, design and implementation of WASH-related rapid assessments, surveys with the relevant local authorities and WASH Cluster partners.
  • Develop and disseminate WASH information products to be used by UNICEF, WASH Cluster team and WASH Cluster partners for the relevant reporting and advocacy activities.

    Humanitarian Programe Cycle

  • Facilitate WASH Cluster participation in the yearly HPC process including HNO (Humanitarian Needs Overview), guidance to WASH Cluster members in HPC project formulation, uploading and vetting of proposals, development and presentation of SRP (Strategic Response Plan) and monitoring of HPC projects and SRP indicators.

  • Design the data collection tools, ensuring that the purpose and use of all data collected are clear, questions are simple, clear, collectable and easily collatable,
  • Organize and manage the data input and initial analysis and presentation of data for the Cluster and highlight potential problems.

    Monitoring

  • Manage the Who does What, Where and When (4W) database on the humanitarian requirements and contributions (financial, material, human as appropriate), as well as data on maps and dashboards.

  • Ensure that the inventory of relevant common Cluster data sets, including population data are disaggregated by age and sex and ensure that all the relevant actors are using the most accurate information and baseline data.
  • Lead in planning and implementation of joint assessments and analysis of WASH specific needs and act as focal point for the cluster partners to share IM resources and capacities where appropriate to promote harmonization and unified approach.
  • Develop simple, user-friendly emergency sector monitoring reporting formats in consultation with the local authorities, cluster partners and other key stakeholders.
  • Compile incidents of violations against WASH facilities in one database and lead on producing graphs, maps, and infographics. And provide the required data and analysis for the WASH response plans and final reporting requirements.

    Dissemination and Access to Information for Stakeholders

  • Manage inventory of relevant documents on the humanitarian situation, i.e. mission reports, assessments, evaluations, etc.;

  • Develop simple and effective methods for proper information sharing and effective communications with all stakeholders. When required consider translation into local languages.

    Information Management Intra and Inter-Cluster Liaison

  • Liaise with OCHA and IM Focal Points in other sector/clusters, in addition to the local and national authorities on data sharing to assess, identify, and to access existing information.

  • Coordinate with OCHA to establish the systems and processes needed for effective information sharing with cluster partners.
  • Liaise with UNICEF Monitoring and Evaluation experts to gather and share information – especially for background data and sources of information in-country.

Training and capacity building of cluster partners

  • Promote and support IM training of other UNICEF staff, cluster partners, Government and humanitarian personnel and capacity building of humanitarian partners, as required.

To qualify as an advocate for every child you will have:

Education:

University degree preferred in subjects/ areas of Water, Civil Engineering, Public Health Data Programing, Statistics, Information Technology, Environmental Health, or another related field.

Experience:

A minimum of one year of professional experience in data analysis and information management.

Experience with NGOs or International Organizations in the WASH sector with emergency responses is considered as a strong asset.

Language Requirements:

Fluency in English and Arabic.
