Org. Setting and Reporting

The position is located in the Emergency Response Section (ERS), Field Operations and Technical Cooperation Division (FOTCD) of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva, Switzerland. The incumbent will report to the Chief of Section and coordinate the Information Management and Data Analytics (IMDA) unit. IMDA is building out the information management function for field operations to strengthen the use of data and analytics in support of early warning, prevention and risk analysis for human rights.

Responsibilities

The incumbent will be responsible for the following specific duties:

FIELD INFORMATION MANAGEMENT STRATEGY • Maintain, improve and implement the Field Operations Information Management Strategy; facilitate information exchange within OHCHR and promote data and information standards; • Define operational and funding requirements for the implementation of the strategy; -Expand the practical and realistic implementation of the gradual establishment of professional information management capacity within OHCHR; • Develop job profiles for the required information management staff within OHCHR; participate in the recruitment of information management staff, and as relevant manage, guide, develop, train and foster teamwork and communication among the evolving information management team within OHCHR. Supervise staff of the unit including Data Analysts, Geographic Information Officers, Data visualization experts and Business Analysts as needed; • Analyse OHCHR information and systems to identify and address information management gaps, and facilitate improved information flow and information sharing. Identify long-term system requirements and ensure sufficient technical capacity to sustain the system(s).

OPERATIONAL INFORMATION MANAGEMENT • Advise the Head of the Emergency Response Section on operational information management, including strategic and immediate priorities; Identify new information and data requirements to support operations and provide emergency response information management support to country operations within the region; • Develop and implement a strategic approach to managing information in human rights monitoring and investigation, early warning analysis and emergency response, including supporting common information processes and approaches; • Identify in-country OHCHR activities that could benefit from remote information management capacity and coordinate remote IM support provided to OHCHR field presences; deploy to the field as surge information management capacity to undertake specific information management support activities.

INFORMATION MANAGEMENT COORDINATION • Engage with counterparts in the UN system, inter-governmental organisations and other relevant partners to ensure that information activities are coordinated and consistent with the highest standards and best practices, and support the adoption of global data standards; • Promote data and information sharing within the UN system humanitarian community as well as, and where appropriate, the establishment of country-specific common data standards; • Advocate for the use of data standards and common platforms, and for the improved exchange of information within OHCHR and with the UN system more broadly, in line with specific OHCHR/UN policies and approaches such as the Human Rights Up Front Action Plan. Foster a community of practice across the data related roles throughout the organization.

VISUALISATION OF INFORMATION • Strive to improve the manner in which OHCHR presents information and support the production and dissemination of high-quality information products, tools and services, incorporating up to date technologies and approaches; • Assist in the development of OHCHR stylistic design, editorial coherence and production of information and reporting materials and standards intended for external and internal use, incorporating maps, infographics and other presentational approaches; • Provide training and expertise on the use and development of information management tools and platforms to OHCHR staff; • Foster innovation within OHCHR in relation to information management, stimulate early adoption of tools and technologies, and support capacity development; • Perform other related duties, as required.

Education

An advanced university degree (Master's degree or equivalent) in information management, information systems, social science or in a related area is required. A first-level university degree in similar fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

At least 7 years of progressively responsible work experience in information management, information systems, human rights information management or other related areas is required.

Experience in diagnosing information management system requirements and identifying gaps is desirable.

Experience in developing information management strategies, operating procedures and programme implementation is desirable.

At least one year of experience in field operations is desirable.

Experience in Geographical Information Systems or database technology is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

THIS POSITION IS TEMPORARILY AVAILABLE FROM 10 FEBRUARY 2024 TO 7 FEBRUARY 2025, SUBJECT TO AVAILABILITY OF FUNDS.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
