ORGANIZATIONAL CONTEXT

Since 2021, WFP South Sudan has led a consortium of partners to implement a community violence reduction programme in Jonglei State and the Greater Pibor Administrative Area (GPAA). After a successful conclusion of the first phase (January 2021 – December 2022), the programme has now been approved for a second phase (April 2023 – March 2025).

To that end, WFP, in collaboration with Peace Canal, Nonviolent Peaceforce, Save the Children, VSF-Germany, IOM, UNHCR, and UNMISS have joined hands as a consortium under the name of Partnership for Peace [Door | Ganon | Mal]. The programme, which is based on lessons learned from the first phase, was launched in April 2023, and aims to strengthen the foundation for peaceful, stable, and resilient communities in the border areas between Jonglei State and the GPAA. WFP and partners have established an Area Reference Group (ARG) to identify, promote, and facilitate effective, coordinated, and strategically sequenced interventions by sharing information, coordinating technical and financial assistance, and creating vertical and horizontal linkages with government institutions and non-state actors.

WFP as the lead agency for the project as well as for the ARG, the Consultant will establish a project management team comprised of a Project Coordinator, an information management officer (IMO) and a monitoring, evaluation, analysis, and learning (MEAL) officer. The IMO and MEAL officers will report directly to the Project Coordinator, with technical reporting lines to relevant units, including Programme and MEAL, and will work collaboratively with all members of the consortium, and will support the effective management of the ARG.

JOB PURPOSE

To support all Operational Information Management activities for the Partnership for Peace [Door | Ganon | Mal] consortium and the ARG and contribute to the establishment and presentation of a standard operating picture of the project and its results.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Support the Coordinator to coordinate, develop and manage internal consortium relationships and ensure that the project goals are met timely and are contributing to the overall community violence reduction objectives of the project.
  2. Collate relevant information and data from various sources to facilitate and maximize the exchange of information and data flow between consortium and ARG members, to provide operational awareness and understanding of events that may have operational impact.
  3. Support the collation and dissemination of political and humanitarian analysis pertaining to the project approach, response strategies, trends and preferences to contribute to adaptive programming.
  4. Support the preparation of donor reports, communication materials, presentations and advocacy materials, ensuring collaboration with project partners to ensure coherence and quality of information.
  5. Collaborate with WFP internal counterparts to ensure consistency in humanitarian information and to complement WFP analysis and information.
  6. Support the preparation & dissemination of findings from assessments, community planning processes, and dialogues.
  7. Support the Project Coordinator in preparing, organizing and providing secretarial support to coordination meetings, events, etc.
  8. Support the establishment of information management and sharing protocols within the ARG.
  9. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses. Experience: Typically one year or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.

Knowledge & Skills:

• General knowledge of information management best practices, techniques and processes with some understanding of the basic theoretical background. • Strong written and oral communication skills, including substantive analysis and report writing skills. • Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems. Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese. National Professional: Fluency (level C) in English language and the duty station’s language, if different.
