The Operations Centre (OPSCEN) provides 24-hour, 7 days-a-week information and communication services to support UNICEF personnel and offices globally. OPSCEN maintains global situational awareness of security and humanitarian emergencies, provides support and monitors/alerts on developments, in addition to acting as the UNICEF Crisis Coordination Centre in the event of a critical security incident or humanitarian emergency.

How can you make a difference?

OPSCEN relies upon well-organized communication and information management (IM) to maximize its efficiency and effectiveness. Under the direct supervision of the OPSCEN Manager, and in collaboration with all OPSCEN team members and with the Office of Security Coordination, the IM Officer will be responsible for developing, streamlining and maintaining OPSCEN’s information management system and the application of innovative IM solutions for enhanced internal operation and client services. In addition, he/she will focus on bolstering the provision of quality IM services and humanitarian and security-related products through timely information/data collection, compilation, data visualization, analysis and dissemination in support of UNICEF personnel and offices globally.

Within the delegated authority and under the current organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following key end-results.

Summary of key functions/accountabilities:

OPSCEN daily operations are supported by information management policies, procedures,

processes and systems.

  • Ensure proper implementation of the Information Management Systems, including database and system development, testing, data entry and maintenance.
  • Introduce and implement innovative IM solutions for optimizing OPSCEN’s internal processes/operation and services/products to clients.
  • Help develop and update OPSCEN’s Standard Operating Procedures (SOPs) and internal guidelines for the creation and use of IM tools, applications and products to support standardized practices.
  • Review and optimize filing, classification and archiving of OPSCEN Outlook emails, documents/projects in the internal SharePoint folders, and Stream video channels carried out with support from team members to ensure quality control for enhanced internal operation.
  • Prepare, organize and deliver trainings on IM-related tools/products to build the capacity of the OPSCEN team members and to support adherence to IM SOPs and guidelines.

OPSCEN’s databases are regularly maintained and quality assured.

  • Support the establishment, maintenance and quality assurance of OPSCEN’s databases (including the global contact management and outreach to clients).
  • Maintains a global database of GPS coordinates of UNICEF offices, guesthouses and warehouses on annual basis.
  • Maintains a global database of disaggregated UNICEF personnel numbers at field office levels onquarterly basis.

OPSCEN’s e-mail distribution lists are maintained to ensure correct targeting of recipients.

  • Upon request from the Manager/Emergency Watch Coordinator, help create new e-mail distribution lists and regularly review and maintain existing ones with support from the team members.
  • Help maintain the OPSCEN Dissemination Matrix with updated guidelines on e-mail distribution lists and relevant information, in close coordination with the Manager and Emergency Watch Coordinator.

OPSCEN IM and data visualization products are quality assured.

  • Provide IM services including data collection, visualization, analysis, and reporting for presentations, briefs and risk analysis reports, as requested. This includes the timely and accurate production of spatial/Geographic Information System (GIS) maps, non-spatial tabular, and infographics with emergency or security-related overlays.
  • Ensure the quality of IM products (e.g. fact sheets, infographics, etc.) by undertaking regular review and monitoring of assigned tasks by the OPSCEN team members for timely delivery and adherence to established standards.

OPSCEN collaboration site is updated and maintained.

  • Regularly upload new content to OPSCEN’s collaboration site.
  • Provide ongoing review of site to identify bugs and/or errors and troubleshoot/implement corrective actions in a timely fashion, in close coordination with ICTD/HQ.

Provide IT support to ensure OPSCEN’s smooth daily operation.

  • Support on OPSCEN IT troubleshooting and development of related SOP and guidelines, in close collaboration with ICTD and coordination with the Manager and Emergency Watch Coordinator.
  • Ensure critical IT equipment/software and vendor services are available and regularly maintained for the continuation of OPSCEN’s 24/7 operation, particularly during emergencies (e.g. enaction of business continuity plan, teleworking arrangements).

Maintain effective working relations with UNICEF offices and other agencies engaged in security- and emergency-related information management.

  • Help with the coordination with UNICEF offices (in headquarters, regions and countries), as required, to ensure accurate and systematic information and data collection for OPSCEN’s daily operation.
  • Liaise with UN Secretariat, UNDSS, UNOCHA and other UN agencies for purposes of data sharing (e.g. GPS coordinates, security level data, etc.), as required.
  • Participates in interagency emergency- and security-related IM coordination meetings.

Carry out any other information management tasks as required.

  • Support the archiving of UNICEF Humanitarian Situation Repots (SitReps) in designated EMOPS folder in SharePoint.
  • Carry-out other assignments as requested by the OPSCEN Manager in support of the Office of Security Coordination and EMOPS

To qualify as an advocate for every child you will have…

  • Education: University degree in information management, information technology or any other related field of discipline relevant to the functional role.

  • Work Experience:

    • One year of relevant professional work experience in the field of data and information management systems, data analysis and visualization.
    • Proven experience in managing data capture and storage, analyzing diverse datasets, and presenting information in understandable tables, charts, infographs and reports.
    • Experience in providing IT support for troubleshooting is desirable.
    • Proven skills in using GIS and map-making packages is highly desirable.
    • Strong knowledge of MS Excel or MS Access (e.g., pivot tables and functions).
  • Language Proficiency:Fluency in English required. Fluency in another UN language is desirable.
