UNICEF in the State of Palestine works to uphold the rights of children to access services and protection, from early childhood through to adolescence. Our objective is to ensure that every child in the Gaza Strip and the West Bank, including East Jerusalem, irrespective of background or circumstance, has an equal chance to fulfil their potential. The State of Palestine is beset by a protracted protection crisis and suffers from a chronic humanitarian situation. Around 2.1 million people, including 933,994 children in the Gaza Strip and the West Bank, including East Jerusalem, continue to be impacted. This crisis was exacerbated by the escalation in the Gaza Strip in May 2021 and also the COVID-19 pandemic. The humanitarian situation compounds multi-sectoral and household vulnerabilities increasing child protection risks, as some actors scaled down due to financial cuts. This hampers reaching the most vulnerable, particularly girls, and generates additional needs for mental health and psychosocial support.

The rapid damage needs assessment conducted after the escalation indicated that approximately 8,000 households will fall into poverty in the coming months, which calls for an enhanced humanitarian social protection response. This includes an estimated 7,000 children in families whose homes were partially or completely damaged.

In the 2020 update of the Core Commitments for Children in Humanitarian Action (CCCs) is the explicit commitment that appropriate and experienced staff and personnel with relevant deployment training are provided and rapidly deployed, that focus on action in the first eight critical weeks of humanitarian response and provide guidance for action beyond that, moving towards defined benchmarks.

How can you make a difference?

The Information Management Officer will work under the supervision and direction of the Chief of Social Policy, Planning M&E. The Information Management Officer (IMO) will provide Information Management support to the UNICEF SOP Social Policy section for the implementation of the humanitarian cash interventions in Gaza.

As an advocate for children, you will have the following duties/tasks:

  1. Support the information requirements for the implementation of the ongoing Gaza Child Cash Grants including:
  • Secure management of beneficiary data, including the deployment of the UNICEF HOPE Information Management platform
  • Secure data transfer between UNICEF and implementing partners and Financial Service Providers. This will include the development and updating of Data Protection Agreements between UNICEF, implementing partners and service providers.
  • Bank reconciliation for monthly rounds of cash transfers to compare the data from the verified beneficiary list the Financial Service Provider platform, and the UNICEF bank account. A monthly financial reconciliation report will be produced to be used for accounting.
  • Support the Accountability to Affected Populations (AAP) component including provision of feedback to Financial Service Providers in real time during the initial period following transfers. This will include managing real time information flows from beneficiaries and following up with UNICEF colleagues to respond to and close the cases raised by beneficiaries.
  1. Support to other information management requirements in the Country Office, including:
  • Analysis of multi-sectoral and sector-specific assessment data.
  • Analysis and visualization of data and information on needs and response.
  • Contribute to the reporting of UNICEF humanitarian outcomes and Humanitarian Performance Monitoring.
  • Ensure links are made with existing information systems in the humanitarian sector, allowing UNICEF to have compatibility with other humanitarian information management tools as appropriate.
  1. Anticipate information needs and suggest appropriate tools or products to meet the needs of UNICEF.
  2. Contribute to build capacities among UNICEF, governmental and other national and local partners and stakeholders as per issues related to information management

To qualify as a Champion for every child you will have:

  • Advanced university degree or equivalent experience in library or geographic sciences, including information technology and statistics
  • A minimum of 2 years of experience with either the UN and/or NGO
  • Ability to develop systems and tools for Information Managers to present information in multiple formats
  • Advanced knowledge on mapping tools and map making process
  • Strong knowledge of GIS/cartographic outputs
  • Fluency in English (verbal and written). Good written and spoken skills in Arabic is a strong asset.
