Under the overall supervision of the Information Management Specialist, the Information Management (IM) Officer will work within the Data Monitoring and Research (DMR) Team, in support to the sector programs and emergency team as defined in the approved workplans, and will contribute to the provision of useful, valid and reliable information for the UNICEF Regional Office on:

  • the situation of children’s and women’s rights; in all contexts (humanitarian, nexus, development);
  • the performance of UNICEF-supported development programs and humanitarian responses, including their efficiency, effectiveness, coverage, quality, equity, and coordination (using corporate indicators and metrics).

The IM Officer will also support Country Offices (COs) with delivering quality information about children’s and women’s rights in coordination with the CO program sections and the Humanitarian Country Team.

The IM Officer will assist in developing the capacity of UNICEF personnel and selected implementing partners for data quality assurance and data management, using different tools and approaches (webinars, tools, network meetings, etc.)

How can you make a difference?

Key function and accountabilities

Supporting RO programmes and COs with data QA, data compilation and analysis

Support RO and COs to identify critical information and data gaps, and work with the supervisor, the section’s and T4D’s colleagues to support the design of appropriate mechanisms for collecting, storing and analyzing information, including using technologies for digital data collection.

Ensure compliance and consistency of data reported on UNICEF platforms, by providing technical support to ensure standard performance indicators (global or regional) are well-known and used by COs with appropriate levels of disaggregation (e.g. by gender, age, disability, location, etc.).

Maintain databases of relevant and up-to-date information e.g., population movement, trend, needs assessment, etc. from internal or external sources that are useful for UNICEF’s programme and emergency work.

Support the development and implementation of UNICEF programme’s internal Information Management tools and SOPs, related to the humanitarian response as well as development programmes.

Increasing the use of information by UNICEF and partners, through the delivery of quality Data Visualization and reporting products

Contribute to the design and provide technical support to the use of data visualization products (including maps, dashboards, infographics and financial / resource analyses) that presents information in a way that is easily understood by various decision makers, individuals and groups.

In collaboration with programmes sections and guidance of RO management, maintain templates for relevant information products suitable to specific purposes and audiences.

Respond to data visualization requests from senior management, including products to support advocacy and resource mobilization efforts.

Work with RO section’s colleagues (T4D, programme, emergency, etc.) to keep identifying possible use of innovative tools for data visualization including online mapping, as relevant/applicable.

Strengthening information and data dissemination for performance monitoring and decision-making at all levels

Support the access and the utilization of databases, dashboards and other tools or platforms to share programme data and humanitarian response information (e.g., on the WCARO website, mailing lists, Share Point, hard copies, etc.), and to strengthen knowledge transfer.

Prepare and maintain catalogues of relevant IM and data products for the programmes and for humanitarian response, and check their capacity to continuously meet user’s needs.

Contribute to capacity building work for a strengthened Information Management function, working with UNICEF staff at RO and CO-level, and selected partners.

Contribute to the design and delivery of capacity development activities and resources for UNICEF staff, implementing partners, government and agencies with a stronger focus to those engaged in humanitarian response and the nexus approach.

Support the documentation of lessons learnt from UNICEF IM and monitoring activities to identify priority areas for consideration, analysis and research.

To qualify as an advocate for every child you will have:

  • University degree in Programme Monitoring, information management, Social Sciences with relevant focus, or related field
  • Minimum 2 years of progressively responsible professional work experience in programme monitoring, information management, information systems.
  • Experience in working with databases and dashboard at CO and RO level, coordinating section’s and country’s inputs to them, is a strong asset.
  • Experience working in information management or humanitarian performance monitoring is an asset.
  • Prior UNICEF / UN system / Cluster field experience an asset.
  • Fluency in English and French is required.
