Background and Context:
Evidence generation and programmatic data from routine Health Management Information System (HMIS) is key for local level planning. UNICEF supported the Government for the inclusion of fourteen standard nutrition indicators into the Health Information Management System (HMIS) in January 2021, followed by the distribution of reporting tools to 90% of the health facilities across the 15 counties in Liberia. The quality of nutrition data coming through the HMIS is still poor and capacities in nutrition data collection and reporting among front line health workers is still low. There is a weak nutrition surveillance especially the linkages between health facilities that are providing treatment of acute malnutrition and communities leading to frequent relapse and defaulters. There is a need to further strengthen the data quality and surveillance system, provide support to enhance the quality of nutrition data analysis and its application to inform planning and decision-making at the central and decentralized levels. A dedicated human resource is required to support full integration and capacity building for the quality improvement of the nutrition data and surveillance systems and support the adaptation and utilization for national and sub-national planning and decision making among government counterparts and partners.
UNICEF-Liberia intends to recruit an Information Management Officer to provide technical support and capacity building with regards to data generation, nutrition surveillance, consolidation, analysis, reporting and utilization.
Purpose/O****bjectives:
Strengthening of the Information management system, nutrition surveillance and evidence generation actions remain a priority in the signed Rolling work Plan 2023-2024 between UNICEF and Ministry of Health. The quality of nutrition data coming through the HMIS is weak and capacities in nutrition data collection and reporting among front line health workers is still low.
A dedicated human resource is required to provide technical support in strengthening the information system of the nutrition program and support the full integration and capacity building for quality improvement. The human resource will also support with strengthening the nutrition data and surveillance systems for the adaptation and utilization at national and sub national levels to be used for planning and decision making among government counterparts and partners. In addition, the national IMO will work with the Digital Health consultant to ensure nutrition information system is integrated.
Basic Objectives of the Assignment:
- To put in place the nutrition health facility surveillance to identify and report unreached children from the community to health facility
- Develop the referral map of outpatient therapeutic sites and link them with high burden communities for early identification, screening, and treatment
- Support with the integration of nutrition indicators into the Community Base Information systems
- Support development and dissemination of user-friendly information products and info graphics
- Support in survey and research
- Network with government counterparts and partners for information sharing of routine data, assessments, and survey results.
- Support of nutrition information system to the digital health platforms
Justification/Purpose of the TA Position:

A well-functioning information system is a national priority to ensure the generation, analysis, dissemination and use of reliable and timely information and data for planning and financing national programmes including in emergencies.
The purpose of the post which is in line with the agreed RWP 2023-2024 between Ministry of Health and UNICEF is to provide technical support in strengthening the information system of the nutrition program and support the full integration and capacity building for the quality improvement of the nutrition data and surveillance systems and support the adaptation and utilization for national and sub national planning and decision making among government counterparts and partners.
The Information Management officer is expected to put in place the nutrition health facility surveillance to identify and report unreached children from the community to health facility, develop the referral map of outpatient therapeutic sites and link them with high burden communities for early identification, screening, and treatment, Support with the integration of nutrition indicators into the Community Base Information systems and provide support to other programmatic issues and challenges.
The TA will be embedded full time in the nutrition unit and will provide guidance and support to the Ministry of Health for the integration of Adolescent data collection and reporting through the CBIS platform and prepare quarterly dashboard on the progress in nutrition programming through out the duration of the post.
Major Duties and Responsibilities:
The IM Officer, NO-B major tasks and outputs will include but not be limited to:
1. General:
- Support with accurate data for proposal development and donor report writing
- Contribute to periodical unit and section meeting highlighting any significant gaps in the programme implementation.
- Support with Mid-year and End-year update of nutrition PMEI data reporting tools (IMERP, KRC, RAM, SitRep, Results and Resource Framework (RRF), etc.
- Contribute with the completion of the nutridash and SAM quarterly update to regional office
2. Support integration of community-based nutrition data collection and reporting through the CBIS platform
- Coordinate with nutrition division, M&E unit, and community health department to ensure nutrition indicators including community adolescent nutrition program are included in the CBIS
- Revise the indicators in the adolescent reporting tools to align with the revised policy and strategy
3. Development of a Nutrition Surveillance System:
- Support the Ministry of Health to develop a plan for active case finding and screening of children with malnutrition
- Develop the referral map of outpatient therapeutic sites and link them with high burden communities for early identification, screening, and treatment
- Provide support to the health facilities in the development of a surveillance system to identify and report unreached children from the community to health facility
- Field visit for data quality spot checks and on job training of Education Officers and front-line health workers.
4. Evidence based Planning and Coordination for Nutrition Programs:
- Development of a yearly dashboard and information management products for nutrition programme developed and disseminated
- Support provided to government and partners on data collection and reporting.
- Nutrition information management system reviewed and documented.
- Finalize result framework for phase 3 of PON co-investment (2023-25).
5. Innovations, Knowledge Management Research and Surveys:
- Participate in technical and planning discussions on key nutrition surveys, surveillance, and assessments with stakeholders.
- Introduce innovative approaches and good practice to support generation and utilization of data.
- Review existing nutrition data, analyze evidence-based implementation, and apply best practices in information management and new methods and techniques.
6. Networking and Partnership Building:
- Network with government counterparts and partners for information sharing of assessment and survey results.
- Build and maintain effective working partnerships with Ministry of Health, Ministry of Education, LISGIS and national stakeholders
- Work with Digital health specialist to integrate nutrition data in all the digital platforms.
- Work and collaborate with other sectors within UNICEF to ensure information management systems strengthening
- Other assigned duties and responsibilities are effectively performed.

Experience:

- Demonstrated and proven experience in the application of standards to the development and use of information management systems.
Language skills:
