As UNICEF is scaling up its interventions, the growth in size and scope of the Libyan Country Office calls for strong information management systems and functions to complement programme specialists and implementing partners to ensure accountability of results. The Information Management Officer support the education and WASH sectors and will also provide appropriate support to the nutrition and child-protection sub-sectors in improving the quality and availability of program data in evidence based programming.

How can you make a difference?

The information management component in UNICEF Libya country office aims to provide solutions to streamline, standardize and automate data collection and reporting, provide access to real-time and high-quality data, support program monitoring and inform program evidence-based decision making.

The Information Management Officer will be responsible for the following tasks:

Information Management for UNICEF led-Sectors and Sub-sectors

  1. Work closely with Sector Leads to respond to the Sector Membership's needs for information.
  2. Provide Information Management services to sectors for key decision making. These services will include data collection, collation, analysis, dissemination processes relevant to the needs of the sector, including maintaining 4Ws and mapping production of sector resources. needs and gaps per location. This may require building additional and appropriate capacity through the training of staff members of the sector partners.
  3. Proactively gathering of information from sector partners, government authorities, and local civil society organizations which may be of use to the sectors for informing decisions, including movement of population, sector partners etc.
  4. Liaise with OCHA and 1M Focal Points in other sectors — share information as appropriate and identify and gather information from other sectors Within can inform sector response and preparedness decisions
  5. Work with OCHA to establish the systems and processes needed for effective information sharing with sector partners related to inter-sector coordination
  6. Promote and support training of other UNICEF staff, sector partners, government and humanitarian personnel and capacity building of humanitarian partners, as required. Perform such other duties as may be assigned.

To qualify as an advocate for every child you will have…

Education:

University degree in computer science or related fields such as information systems, information and communication technology or software/computer engineering.

Experience and technical qualification:

  1. A minimum of 2 years of relevant professional experience in the field of data and information management systems and data analysis.
  2. Strong knowledge of MS Excel or MS Access (e.g. pivot tables and functions).
  3. Proven technical expertise for managing data capture and storage, for analyzing diverse datasets, and presenting information in understandable tables, charts, maps, graphs and reports. Proven skills in using GIS ahd map-making packages, Proven understanding of relational data theory.
  4. Ability to maintain and manage website content.
  5. Developing country work experience and/or familiarity with emergency is considered an asset.

Language Requirements:

Fluency in Arabic and English is required.
