How can you make a difference?

The Information Management Officer (IMO) reports to the Planning, Monitoring and Evaluation Specialist for supervision. The Officer provides professional technical, operational and organizational assistance to ensure that the Country Office has timely and quality information to ensure programmes are on track throughout the programme planning, monitoring process. The Information Management Officer will help preparing, executing, managing and implementing a variety of technical and administrative tasks to contribute to overall programme functions on planning, implementation, oversight and reporting to ensure programme excellence.

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results:

  • Adapt existing in-country information management approaches for collecting, analysing and reporting UNICEF’s activities and resources, and identifying information gaps.
  • Establish and maintain information databases (such as ActivityInfo, eTools, internal databases, etc.) that consolidate, analyse and report/disseminate information critical to decision making.
  • Support the development and implementation of the Annual Performance Monitoring Plans by sections/sectors.
  • Maintain monthly reporting from programme sections/sectors, including 5Ws (‘Who does What, Where, When and for Whom?’ databases), including on eTools suite to digitize data collection and analysis to inform adaptive management practices and keep track of UNICEF programmes.
  • Support the programme components to effectively monitor and report on the intersectoral programme results, cross sectoral programme component results and field office results to facilitate programme coherence and convergence where appropriate.
  • Contribute to development of programme monitoring framework for the learning zones including technical backstopping to the field team for convergent programming.
  • Provide technical support to programme sections to effectively monitor and report on the intersectoral programme results.
  • Identify information gaps at national and sub-national levels and propose ways to bridge those gaps.
  • Use GIS mapping and other visualization tools/platforms for data visualization and geographic data management.
  • Adopt and promote the use of global standards for information management for inter-operability.
  • Manage flows of information and dissemination in an appropriate way, including website management.
  • Manage an inventory of relevant documents on the humanitarian situation.
  • Support the development and analysis of needs assessment and monitoring programmes.
  • To provide information management leadership in assessments and monitoring, including joint assessments and training.
  • Contribute to the preparation of the SitRep/COAR/RAM/CSI with emphasis on office’s plans, targets and achievements.
  • Promote and support training of other UNICEF staff, sector partners, government and humanitarian personnel and capacity building of humanitarian partners, as required. Perform such other duties as may be assigned.

  • Analysis to identify and address (emerging) gaps, obstacles, duplication, and cross-cutting issues.

To qualify as an advocate for every child you will have…

  • A university degree in computer science, information and communication technology or software/computer engineering data science, statistics, or a related technical field is required.
  • A minimum of 2 years of professional experience in information management, data analysis, and data science in humanitarian or development programming is required.
  • Relevant experience in programme/project information management or monitoring and evaluation in a UN system agency or a development organization is an asset.
  • Proven technical expertise for managing data capture and storage, for analyzing diverse datasets, and presenting information in understandable tables, charts, maps, graphs and reports, such as using MS Excel and PowerBI (e.g. pivot tables, functions, visualizations, dashboards), and graphic visualization such as Adobe Products, and other relevant online platforms.
  • Proven skills in using GIS ahd map-making packages, Proven understanding of relational data theory.
  • Ability to maintain and manage website content.
  • Fluency in English and Arabic is required.
