Org. Setting and Reporting These positions are located within the Information Systems Management Section (ISMS) of the International, Impartial and Independent Mechanism to Assist in the Investigation and Prosecution of Persons Responsible for the Most Serious Crimes under International Law Committed in the Syrian Arab Republic since March 2011 (IIIM) located in Geneva, Switzerland. The Information and Evidence Officer (Internet Resources Analyst) will be under the direct supervision of the Head of the Internet Resources Unit.

Responsibilities Within delegated authority, the incumbent will be responsible for the following duties:

Internet Resource Exploitation: - Identifies and maintains tools, processes, and external resources to support the IIIM in the area of internet resource data exploitation. - Sets up, maintains and provides training on web monitoring tools and processes to ensure the timely identification and collection of online data relevant to substantive investigative and analytical activities. - Identifies, collects, processes, verifies, and analyzes appropriate internet data sources (e.g. web pages, social media, multimedia platforms, databases) for investigative and analytics projects.

Web Management: - Manages content on relevant web platforms, provide overall quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards. - Works with external counterparts on related web platforms such as agency and cluster websites to facilitate cross-site search and interoperability.

Data Management: - Designs, develops and manages databases, spreadsheets and other data tools. - Understands, documents, and ensures the quality of high-value data for accuracy, consistency and comparability. - Consolidates operational information on a regular schedule to support analysis.

Data Analysis: - Organizes, designs and carries out the evaluation and analysis of location specific datasets through meaningful statistical techniques. - Participates in the development and revision of data standards and advises on the application of these standards into local systems and processes. - Participates in the development, implementation and management of new indicators, together with its accompanying data, understand, document and ensure the quality of high-value data for accuracy, consistency and comparability.

Assessment Analysis: - Supports assessment and needs analysis activities, overviews, secondary data reviews, preliminary scenario definitions and multi-cluster initial rapid assessments. - Provides advice on assessment design to ensure data quality. - Manages platforms and tools that support data collection and analysis.

Visualization: - Produces and updates information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline. - Develops materials including posters, presentations and other visual materials.

- Performs other related duties, as required.

Education An advanced university degree (Master's degree or equivalent degree) in information management, information systems, social science or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible experience in information management, information systems, web management, data management, geographic information systems & mapping, data visualization, or other related area is required.

Experience in exploiting online resources to identify relevant data concerning crimes or human rights violations is desirable.

Experience in collecting and preserving online data (webpages, audiovisual material, social media) is desirable.

Experience in evidence handling, including chain of custody, provenance, verification, authenticity is desirable.

Experience with using right-to-left script and information retrieval techniques for Arabic is desirable.

Experience carrying out investigative or analytical activities in the context of the Syrian Arab Republic is desirable.

Experience analyzing and verifying online data, including its content, authenticity, attribution, geolocation, or chronolocation is desirable.

Experience with database or programming languages (SQL, Python, R) is desirable.

Experience with Linux-based operating systems is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
