How can you make a difference?

The post holder is responsible for supporting information management role within the UNICEF Afghanistan Health Section, especially routine immunization, to ensure that UNICEF makes informed (evidence based) strategic decisions in programming, advocacy and policy development. This includes managing the collection, analysis and sharing of information in coordination with National EPI, MoPH and relevant partners. In addition, the post holder will coordinate with all partners to contribute, harmonize, share and report on data at different levels, and will also support the partners capacity building plans and review meetings.

KEY END-RESULTS

The major tasks and outputs will include but not be limited to:

1. Strengthen EPI data collection systems by supporting the National EPI in the following key areas:

• Support National EPI data collection system by reviewing existing systems, providing technical recommendation and feedback, and support the rollout of new systems.
• Design data quality check indicators and analysis and generate on periodical bases to ensure EPI data quality.

• Provide technical support to MoPH information systems and tools including CHW tracking tool, Vaccinators information system, GLS and GLM.

  2. Strengthen data analysis, sharing, reporting and utilization by:

• Supporting MoPH data analysis function through the design and review of health data analysis products that can provide information about system performance, implementation progress and gap analysis.

• Review EPI data (coverage, surveillance, outbreaks, etc.) and National Disease Surveillance Response (NDSR) reports on regular basis and feed the inputs into the WHO/UNICEF Joint Reporting Form (JRF) and other documents.

• Developing fact sheets, for all levels, using the data from DHIS

• Support health programme surveys and studies thought data collection tools design and data analysis.
• Develop and produce health information products (analysis, Progress reports, infographics) as required and share with relevant stakeholders on regular bases.

• Capacity building of extenders in data collection, collation, analysis and using evidence for action

  3.Ensure coordination and accurate data related to humanitarian response and emergencies, specifically:

• Act as key focal point for emergency related activities including the Health Cluster, humanitarian action for children (HAC), humanitarian performance monitoring (HPM), and Internal UNICEF Afghanistan needs.
• Support analysis and triangulation of HAC indicators between UNICEF Health Section, Health Cluster and UNICEF zonal reports.

To qualify as an advocate for every child you will have…

• University degree in statistics, computer science, information management systems, mathematics or related fields.
• A minimum two years of relevant professional work experience in information and data management especially using MS Excel.
• Experience with UN, Government or NGOs, including information management for Cluster or Sector coordination, or researching, monitoring, and evaluation for health programmes strongly preferred.

• Understands design, processes and outputs of national HMIS including information management needs.

• Excellent skills, experience and advance use of MS Excel.

• Proven expertise in analyzing diverse datasets and presenting or summarizing information in various formats such as tables, charts, dashboards, and graphs.
• Strong analytic, communication and report writing skills.
• Experience in UN or UNICEF internal reporting is an asset.
• Proficiency use of statistical packages such as STATA, SPSS, or Epi info is an asset
• Experience use of Geographic Information System (GIS) systems and map making packages is an asset.
• Experience with research methods is an asset.
• Experience with mobile technologies and at least one modern object-oriented programming language, e.g. Python is an asset.
• Willingness to extensively travel to provinces in Afghanistan
