Danish Refugee Council (DRC), one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified national specialist Information Management Officer (Geographic Information System (GIS) to support data management processing within the humanitarian mine action programme and enhance the Information Management (IM) team in line with increasing requirements in support of DRC operations. The IM team is responsible for ensuring that the collection, storage, analysis, and dissemination of information are carried out according to well-defined processes and aims to create information products that meet stakeholder requirements in a timely, accurate, and consistent manner.

About the job

As the part of IM team, IM Officer will contribute to the development of the information management system with a focus on GIS tasks. You will contribute towards the identification and implementation of effective technical solutions, support with data collection tools development and facilitate mobile data collection; analyze geodata and present data visualizations, as well as provide ad hoc mapping support upon request. Your main duties and responsibilities will be:

Main Responsibilities:

Information Management tasks:

  • Contribute to the development of an information management strategy by reviewing information needs and gaps, evaluating current information management processes and tools, and drafting an information collection and management plan in support of DRC operations with a focus on using Geographic Information System (GIS).
  • Drafting the manuals/guidance on how tools are used for the geodata visualization.

GIS tasks:

  • Identification and set up spatial information needs.
  • Preparation and production of maps using GIS-related software such as QGIS.
  • Creation and maintain the structures required for GIS data storage.
  • Facilitating in developing and implementing of methodologies for collecting data in the field, data collection tools, and reporting mechanisms.
  • Compiling geographic data from a variety of GIS datasets and different sources such as field reports and mobile data collection tools.
  • Automatization of complex geodata workflows using processing modeler (model builders).

Data Management:

  • Cross-check data collected in the field to ensure up-to-date geodata in the system.
  • Manage the geospatial data storage and conduct regular reviews of existing data to identify gaps, and duplication, and ensure data quality and integrity.

Technical Support:

  • Design tools, dashboards, and web applications to share IM products: statistical reports, graphs, and maps.
  • Manage necessary hardware and software.
  • Design and delivery of spatial information solutions based on IM needs.

Teamwork and external collaboration:

  • Provide mapping support for operational teams: preparation styles, templates, layouts, etc.
  • Participate in the implementation of the IM/GIS training, meetings, conferences, workshops, and share coordination meeting minutes.

In summary, you will be responsible for maintaining accurate and up to date geodata in our system and providing relevant map products to the stakeholders.

Experience and technical competencies:

To be successful and excel in this role we expect you to have strong attention to detail, a strong aptitude for technology, and be able to manage a large amount of information. Moreover, we also expect the following:

Required:

  • Bachelor’s or Master’s degree in the field of Information Technology, Geographic information systems and technologies, Geodesy and land management, or any similar field.
  • At least 3 years of working experience and in-depth knowledge of GIS software, such as QGIS.
  • Experience in database maintenance and (spatial) database administration.
  • B1 English level (Intermediate).

Desirable:

  • Knowledge of related programs: ArcGIS, Advances MS office, Power Bi, SharePoint
  • Knowledge of related hardware and peripheral equipment.
  • Exposure to programming languages such as SQL, ability to analyze data using Python scripts.
