The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.

POSITION PROFILE

The position is responsible for the management and analysis of data related to GBV program activities with the aim to provide reliable, quality and comprehensive information that supports the development of an evidence- based humanitarian response.

DUTIES & RESPONSIBILITIES

Data Management and Analysis

  • Maintaining the data in the tools in place by supervising the field team and on data entry and generating regular reports for information management, MEAL and subsector reporting purposes.
  • The post holder is expected to demonstrate progressive autonomy in adapting to changing MEAL and subsector reporting purposes and hence have a sensitivity to AGD mainstreaming. The position drafts the quantitative aspects of all reporting, including donor and government.
  • Ensure effective data management by developing GBV and project management data collection tools and methodologies, designing database systems for data management and analysis purposes. Ensure availability of updated and quality information for informed decision-making by DRC’s GBV team by identifying pertinent variables, including analyzing and interpreting multiples datasets, identifying trends and patterns in protection issues and project management.
  • Analyze the collected and cleaned data to see the trends and predict practical and reliable targets for the future projects and Joint Response Plans.
  • Maintain and manage the Internal Indicator Performance Tracking Tool (IPTT), see the project progress every month and report to the line manager if any discrepancy occurs.
  • Maintain, manage, and create all the internal trackers and lists to ensure smooth and efficient project management.

Information Management Standards

  • Ensure the compliance of information systems and process with the applicable standards and guidelines related to information management and data protection, including the Protection Information Management (PIM) standards and principles and DRC’s internal guidelines including the DRC Bangladesh data protection policy and asset use policy; and implications of the Information Sharing Protocol, IASC Case Management and MHPSS Guidelines. This position is considered the focal and cross check for data protection in GBV.

Information Dissemination

  • Draft information products such as reports, charts and infographics by turning data into graphic products to facilitate the dissemination of information at the line manager’s discretion. To this end, design the layouts of reporting and presentation templates using graphic design programs ensuring the attractiveness and clarity of the information products.

Capacity Building

  • This position is expected to have a capacity building orientation, continuously coaching team members during their specific contribution to data flow, whether data entry or input for tool design, in a manner that allows them to keep building skills and moving to autonomy.
  • This position is considered the learning focal in GBV, dealing with administration and assisting managers in analysis of capacity building needs and opportunities.

Representation and Coordination

  • This position is responsible for the routine representation of DRC GBV at the GBVIMS task team, with support from Manager for higher level aspects.

SKILLS AND EXPERIENCES

  • 2 years of relevant experience at the national level in information management, database management, mapping and web development. Candidates with previous experience in GBV or MHPSS database management or PIMS will be strongly preferred.
  • Knowledge of different data collection methodologies and proven capacity to analyze statistical information.
  • Proven abilities in data collection, compilation, analysis and reporting with ability to write in a clear and concise manner and effective oral communication.
  • Proven skills in infographic management.
  • Advanced English proficiency.
  • Fluency in Bangla and local language.
  • Ability to type in Bangla.
  • Evidence of adherence to confidentiality and other do no harm standards in Protection/MHPSS.
  • Empathy and sound understanding of the Cox’s Bazar humanitarian and development responses.

EDUCATIONAL QUALIFICATIONS

  • University degree in Information Technology, Information Systems, Statistics, Social Sciences or a relevant field.

LANGUAGES

  • English (Fluent in writing and speaking).
  • Bengali (Fluent in writing and speaking).
  • Chittagonian (Fluent in speaking).
