Background and Organizational Context

WFP as the lead agency for logistics coordination through the cluster approach defined by the Inter-Agency Standing Committee (IASC), maintains support capacity based in the Logistics Division in HQ. This capacity is comprised of a varied pool of skilled humanitarian professionals in order to complement and coordinate logistics systems of the humanitarian community during a humanitarian response.

In Bangladesh, the Logistics Sector aims to support the Government-led response to the Rohingya refugee crisis through coordination, information management, emergency response and preparedness, and common service provision in Cox’s Bazar. The Information Management Officer is responsible for collecting, analysing, and disseminating logistics information to sector partners.

Key Responsibilities (not all-inclusive)

Information Management & Coordination

  • Gather information on the overall logistics situation in the crisis area, including comprehensive data on logistics procedures and bottlenecks from the various relevant stakeholders in the area.
  • Autonomously prepare Logistics Sector IM products and reports in line with GLC format and adapt – whenever required – to specific formats requirements.
  • Liaise with Logistics Sector participants, other sector members, and national counterparts to gather information for the production of timely sitreps and infographics.
  • Consolidate and share key logistics information and procedures, such as Concept of Operations and Standard Operations Procedures ensuring they are regularly revised/update is required.
  • Manage content of Logistics Sector operations page – in close coordination with Global Logistics Cluster IM team in Rome. Establish, moderate and maintain Logistics Sector mailing list and instant messengers’ tools.
  • Prepare talking points and agenda for the Logistics Sector coordination meeting, compile minutes/action points and ensure timely sharing of meeting minutes with all participants.
  • Prepare operational overview, briefings and snapshots on the logistics operation for donors and Inter-Sector Coordination Group as requested.
  • Prepare updates and reports as requested.
  • Attend relevant meetings and represent the Logistics Sector whenever requested. Report key information from those meetings for action.
  • Independently maintain an accurate reporting schedule and strictly meet deadlines.
  • Provide WFP’s reports officer with inputs about Logistics Sector activities and liaise regularly with other agencies.
  • Lead Logistics Sector information sharing and backup mechanisms, according to Logistics Sector requirements.
  • Support sector initiatives on environmental and sustainability in humanitarian logistics.

Assessment & Data Management

  • In coordination with the Logistics Sector coordination, design and implement assessment. Ensure those strategies are planned and implemented in the most labour-efficient manner.
  • Advise on data collection/analysis methodologies and tools, serving as a reference for other staff in the use of applications such as Kobo and ArcGIS. Ensure effectively data management policies are in place and consider quality assurance methods while working with data.
  • Suggest assessment and information priorities based on partners feedback and requirements.
  • Identify primary and secondary data sources and support in the creation of relationships with key stakeholders.
  • Produce accurate and visually effective products to summarize operational findings including reports and factsheets.
  • Recognize and assess the sensitivity of information obtained and respect the confidentiality of the source.
  • Conduct satisfaction surveys among Logistics Sector partners and use the results to prepare the draft mid-term/end of the mission review and suggest improvements to Logistics Sector activities.

Administrative Support

  • Whenever necessary, support on the administrative preparation of events (e.g. workshop) such as venue identification, catering and visibility.
  • Contribute to the forecast for running costs requirements for Cox’s Bazar office.
  • Monitor Logistics Sector visibility usage and compliance with branding guidelines.
  • Support on staff performance with a strong focus on mentorship and empowerment and local capacity building.
  • Perform other tasks as required.

Qualifications & Experience Required

Education:

  • Bachelor’s degree or higher in Economics, Statistics, Information Management, Journalism, Business Management, Social Sciences or Data-Science related field

Work Experience:

  • At least three years of progressive professional experience in information management, communication or data science activities, preferably in the context of humanitarian operations.
  • Previous international experience and proof history of interacting with multicultural teams is considered an advantage.
  • Experience in working within international coordination systems and knowledge of the cluster system is required.

Languages:

  • Fluency in English is mandatory, working knowledge of another UN language is desirable.

Key Competencies:

  • The successful candidate has a good understanding of data collection and excellent written skills, able to communicate and articulate with multiple stakeholders, ability to exercise autonomous and unsupervised information management, familiarity with field operations and particular interest in coordination.
  • The successful candidate is also flexible and has good ability to interact with partners, contribute to the Logistics Sector team and has a “customer service” mindset.
  • Willingness to work in challenging environments/field locations is key.
