ORGANIZATIONAL SETTING

The IM Officer will support the development and implementation of the information management activities for the collation, tracking and analysis of relevant intelligence and information related to Country Office programmers and health emergencies. Provide technical assistance to help the government of Yemen establish COVID19 vaccine information management system at a different level to ensure availability of timely and accurate data.

BACKGROUND

The WHO DG pledged to vaccinate at least 40% of the target population globally by end of 2021 or early 2022. This renewed global commitment aims to provide countries vaccine double the 20% vaccine initially announced by COVAX. Currently more vaccines are becoming available, and countries are expected to receive more than one product and implement more rounds of campaigns.

*Purpose of the Position Within the context of the WHO Country Office and health emergencies the incumbent will support the development and implementation of the information management activities for the collation, tracking and analysis of relevant intelligence and information related to Country Office programmes and health emergencies.

JOB DESCRIPTION

Organizational context:

Under the direct supervision of Information Management Officer and under the overall guidance and leadership of the team lead of the information management, and guidance of Pillar 10 officer, the incumbent is accountable for the data and information management activities for COVAX including immunization activities in the Country Office programmes and health emergencies in the country. S/he will interact with the local authorities, and counterparts in other UN partners, NGOs, and non-health actors to support strategic partnerships in respect of multi-dimensional information management processes.

Summary of Assigned Duties

The incumbent will perform the following duties:

  1. Support the data collection, collation, analyses, tracking, production and dissemination of data/information. This includes the extended support to Expanded Programme on Immunization (EPI).
  2. Provide technical assistance to Ministry of Health to ensure effective vaccine deployment and availability for timely, complete and relevant data of vaccines and EPI program.
  3. Provide technical support the COVAX data registration and COVID19 vaccination certification platforms. This includes reporting and troubleshooting, protection measures for the system.
  4. Provide IM support to vaccination campaigns including definition of target groups and ensures the respective live monitoring and reporting of the campaigns and daily operational reporting and results dissemination.
  5. Ensure effectively that AEFI (Adverse Effects Following Immunization) events are properly captured, analyzed and periodic reports are issued and disseminated.
  6. Develop internal and external situation reports (SitReps), health risk assessments, periodic reporting of EPI indicators; and assist Ministry of Health to disseminate EPI data through periodic reports and online dashboards.
  7. Aggregate performance monitoring, health indicator data, equity data and donor specific reporting indicators.
  8. Conduct geographic analysis including cartographical and spatial analysis; integrate analysis within sitreps and dashboards.
  9. Upon delegation provide information sharing between institutions, to strengthen access to information from other organizations and clusters.
  10. Participate in field visits to support surveys if/where needed including EPI supportive supervision visits and vaccination coverage surveys.
  11. Provide information management input into the planning and data/information management process; on data gathering and analysis, quality assurance, performance monitoring, information dissemination and management.
  12. Perform all other related duties as assigned.

• Knowledge of programme management and functioning of WHO and the UN system is an asset.

Education Qualifications:

Essential:

First level university degree in information or data management, computer sciences, statistics, applied math, public health, or a related field. At least two fundamental DHIS2 certificates.

Desirable:

Specialization in information management systems. Specific training in DHIS2 Level1 & level2 trainings.

Experience

Essential :

At least two years of related experience in information management, monitoring, and data analysis. at least three years’ experience in the surveillance especially related to VPDs .

Desirable:

Relevant work experience in WHO, other UN agencies; experience working in relevant nongovernmental or humanitarian organizations. Experience in developing countries.

USE OF LANGUAGE SKILLS

Excellent knowledge of English and Arabic. Other Skills (e.g. IT)

• Advanced use of MS Office, particularly spreadsheets, data visualization and analysis tools, and databases.

• Design and management of information systems.
