Ethiopia is situated in the Horn of Africa and is the second most populous country on the continent with an estimated population of 115 million. It borders six African countries: Djibouti, Eritrea, Kenya, Somalia, South Sudan, and Sudan, and covers 1,104,300 square kilometers. Approximately 85 percent of the population lives in rural areas. Ethiopia represents a melting pot of ancient cultures with Middle Eastern and African cultures evident in the religious, ethnic, and language composition of its people.

Over the past two years, children and their families across Ethiopia faced multiple and complex emergencies, such as the conflict in the northern Ethiopia and the drought, which resulted in millions of people in need of urgent humanitarian assistance. UNICEF has programmes in Child Protection, WASH, Health, Nutrition, Social Policy, and Education and serves over 15 million children in Ethiopia. How can you make a difference?

Under the supervision of the Child Protection AoR Coordinator, the Information Management (IM) Officer will provide technical support to ensure that up-to-date information necessary for effective child protection programming and coordination is collected, used, stored and shared in line with relevant standards and national guidelines. The IM Officer will support the Tigray Child Protection AoR to make informed, evidence based strategic and programmatic decisions on the basis of the collected and analysed information on the scale/scope and coverage of child protection responses at woreda, zonal, regional levels and the needs of the affected people.

Summary of Key Functions and Accountabilities

Under the supervision of the Child Protection AoR Coordinator in Mekelle, and in close coordination with Child Protection AoR Coordinator in Shire, Tigray, as well as with the national CP AoR Coordinator and the national Information Management Officer, the Sub-national CP AoR Information Management Officer will be responsible for the following key functions and responsibilities:

  • Provide technical support and quality assurance to the collection, use, storage and sharing of information related to CP AoR activities, results, and resources in Tigray
  • Maintain periodic and adhoc reporting on CP related activities from AoR members, including through 4Ws and 5Ws
  • Build the capacity of CP AoR members in the use of CP monitoring and reporting tools and related analyses
  • Monitor the coverage and complementarity of child protection activities and identify any gaps and duplication, including through the regular updating of dashboards and visual mapping
  • Support prioritization of response areas according to the CP AoR response framework and indicators based on the analysis of data including from 4/5Ws and Displacement Tracking Matrix and inform the key gaps in needs and response.
  • Provide IM updates and reporting (including financial and supplies tracking and periodic monitoring reports) in UNOCHA (including weekly regional situational reports to the national and regional AoR Coordinators to the Protection Cluster (UNHCR), and to UNICEF’s Emergency and Child Protection Sections as required.
  • Update and manage the resource documents on CP, including keeping an up-to-date database with updated CP AoR regional documents including referral pathways.
  • Keep the contact list of CP AoR members and Working Groups under the CP AoR in Tigray updated at Mekelle and other zonal coordination hubs
  • Support regular and effective communication and information exchange between the regional and national level AoRs
  • Serve as the Child Protection Information Management Focal Point person to the Tigray Regional Coordination Hubs.
  • In coordination with the Sub-national CP AoR Coordinators, participate in and provide IM inputs on behalf of the AoR in the drafting process of the inter-sectoral strategic planning documents for Tigray region such as the humanitarian response plan for northern Ethiopia and other documents as required.
  • Develop tracking mechanisms for periodic internal and external reports on the AoR response against regional response planning, targets and indicators and provide analysis of data for monitoring and reporting, ensuring data consistency, alignment of targets and indicators and with the focus results for children, women and girls.
  • Conduct analysis of child protection quantitative data and findings of Displacement Tracking Matrix (DTM) and other relevant information and data source and provide relevant information for AoR and UNICEF use and reporting.
  • Participate in and contribute to UN and other stakeholders technical working groups related to information management and statistical methodologies for data collection and representation relevant to child protection in Tigray.
  • Provide any other relevant IM support for Tigray as requested by the supervisor including in supporting the AoR coordination task forces and working groups, that may be established including for case management, UASC and Mine Action AoR supported by UNICEF on behalf of the UNMAS.
  • Undertake other relevant tasks as directed by his/her supervisor, the national level CP AoR or UNICEF Child Protection Section and Emergency Unit
  • Support CP service mapping to inform up-to-date referral pathways to facilitate timely and efficient referrals for children to multi-sectoral response services.
  • Support the development of inter-agency assessment tools, CP assessment and undertake analysis of the assessment findings.
  • Ensure appropriate documentation and dissemination of meeting minutes, assessment reports and other information products to relevant partners.

To qualify as an advocate for every child you will have…

  • A university degree in information management, information systems, data science, statistics, GIS, or related field.
  • A minimum of one (1) year of relevant professional experience in information management, data science, statistics, GIS, or related field.
  • Experience and/or training in Cluster /Area of Responsibility information management is required.
  • Humanitarian work experience with UN and INGO, including information management in a major emergency response relevant to the CP cluster/Area of Responsibility.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
