Org. Setting and Reporting The position is located in the United Nations Development Coordination Office (UNDCO) Headquarters in New York. In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. The new DCO assumes managerial and oversight functions of the Resident Coordinator system under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG). The incumbent reports to the Chief, Global RC System Operations Section in the Resident Coordinator System Business Management Branch

Responsibilities Within delegated authority, the Information Management Officer will be responsible for the following duties:

  • Provides advisory, technical and project management for data and information services relevant to the development coordination, including use of new technologies; assessment, planning, monitoring and analysis tools and platforms including UNINFO.
  • Assesses and makes recommendations relating to the use of information systems from the information management perspective. Provides reliable, up-to-date research and technical specifications for information management technology and platforms relevant to the Resident Coordinator system (RCS).
  • Conducts policy-oriented research and drafting on the applicability of information technology to information products and services using data from internal and external sources to: develop Section policies, guidelines and procedures in keeping with technological developments, e.g., implementation strategy for online access to and management of RCS related information.
  • Working with substantive focal points, evaluates and pilots emerging technologies (including software applications and associated hardware, e.g., document/correspondence management products, databases, online information and data management and retrieval services) to develop strategies for integrating data and information from diverse systems and sources into digital or online information systems; to plan and develop migration strategies for preservation of data and to develop and maintain expertise necessary to advise Secretariat offices in the management of such data.
  • Evaluates applications and cost-effectiveness of services in relation to technology options and prepares data and recommendations for decision-making.
  • Provides advisory services to the RCS on information management practices based on needs, business process, workflow, technical architecture and information resources analysis; makes recommendations relating to information management practices, improvement and implementation strategies, resource requirements; organizes and maintains data and information; preserves and disposes, identifies and protects vital data; and informs management policies and procedures, with an emphasis on technological applications.
  • Ensures access to data and information with continuing value by managing the development and application of cataloguing and indexing standards for facilitated retrieval; advises internal and external users regarding the appropriate use of data. Carries out managerial responsibilities at the unit level relating to compliance with administrative requirements, programme planning, policy and procedure recommendations, budgeting, human resources and facilities management.
  • Develops client outreach strategy and programme and coordinates its implementation.
  • Represents the Section, as required, in departmental offices and at working groups, task forces and other fora, advocating recordkeeping and/or archives perspectives and standards.
  • Participates in the planning and organizing of training for Headquarters and mission staff and users with respect to utilization of reference services.
  • Evaluates the performance of vendors and certifies invoices, as necessary.
  • Guides, trains and supervises professional and general service staff in the various records information management functions.
  • Performs other duties as assigned.

Work implies frequent interaction with the following: Managers and adjunct staff at Headquarters, Offices Away from Headquarters and in Field Missions. Headquarters administrative and legal professionals, e.g., EO/DM, OCSS, OHRM, PD, OLA Information Management and Information Technology professionals in other UN organizations and Specialized Agencies and in external organizations. Delegations, scholarly researchers and journalists. Vendors and consultants.

Results expected: Achieves the unit/section’s programme objectives through: preservation and servicing of records with continuing value in support of the Organization’s operational, informational, legal and audit needs; guidance of Secretariat offices on managing paper-based and electronic records and their integration into the automated United Nations information system through the provision of advisory services and advocacy of recordkeeping standards to assure the timeliness, accuracy, completeness, efficient management, accessibility and usability of information.

Knowledge of electronic data maintenance, including appraisal, conservation and migration management; records preservation and description. Ability to conduct research and provide recommendations on information management trends. Ability to demonstrate conceptual, analytical and evaluative skills and conduct independent research and analysis, identifying and assessing issues, formulating options and making conclusions and recommendations.   • Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

    Education Advanced university degree (Master's degree or equivalent) in information technology, information science, information systems, social science, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in information management or integrated information systems management is required.

    A minimum of three years' experience in project management or management of information systems/platforms in the context of international humanitarian or development is required.

    Experience in the United Nations system or a comparable international organization is desirable.

    Experience in working with a multicultural team at country, regional and global levels is desirable.

    Knowledge in systems and processes for planning and monitoring in humanitarian or development contexts is desirable.

    Languages Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may followed by a competency-based interview.
